| LA creates history, proceedings continue without Speaker | | Ruckus in House over healthcare infrastructure | | Bashir Assad
Srinagar, Oct 8: The legislative Assembly today created history when proceedings continued for some time without Speaker's presence. The Speaker of the J&K legislative assembly today had to adjourn the house for 10 minutes first and then again for some time as the opposition PDP members came in to the well of the House demanding a discussion on the health care infrastructure in the state. It was the first adjournment of the House after the ongoing session started on September 30. The trouble started when many members wanted to ask supplementary relating to a question of PDP legislator Choudery Zulfkar Ali about the health care but Speaker did not allow them all because of the "shortage of time". Leveling serious charges of discriminating the constituencies represented by opposition members in developing health infrastructure, Members from PDP which include Rafi Ahmad Mir, Abdul Haq Khan, Javed Mustafa Mir, Sayed Basharat Bukhari, Nizamudin Bhat, Peerzada Mansur Husain, Choudery Zulfkar, Abdul Gafar Sofi, Abdul Razaq Zawoora, Dr. Shafi Ahmad and Zahoor Ahmad Mir came in the well and demanded a discussion on the issue. They raised slogans and alleged that government is not providing better health care services to the people. Amid din and sloganeering from PDP members in the well on one side and NPP legislators on the other side in the first row, the speaker adjourned the house for some time. This was for the first time since the commencement of the session that Peoples Democratic party legislators (PDP) created ruckus in legislative assembly and stormed into the well today over alleged pick and choose in the distribution of health centers in Jammu and Kashmir. The members shouted slogans; bander baant, nahi chalegi. However, when house resumed after some time the Speaker had to adjourn the house for the second time when PDP members remained adamant not to take back the amendments about a bill moved by Law and Parliamentary Minister, Mir Saifullah. The bill was about establishing of Dehi Adalats in the rural area. When Zulfikaar Ali of PDP, pressed for his amendments, speaker wanted the concerned minister to rise and try to satisfy the member. The PDP members rose up and called it against the procedure. When the PDP members were making their point, the speaker adjourned the house for ten minutes again. Supporting the PDP members, Harshdev Singh of Panthers party informed the house that according to procedure, speaker surely had to go for the voting on the bill but as the treasury benches were empty by one or the other reasons, the bill was sure to get failed which meant the collapse of the government. Meanwhile the Legislative Assembly today created history after the members of the house continued with the discussions and arguments in the absence of Speaker. Soon after the PDP members objected to the statement made by the Law minister over the bill, the Speaker adjourned the house. However, members continued the heated arguments and debate for around 20 minutes without speaker on the chair. The PDP and Panthers members continued to stress that "according to the jurisprudence not only the bill but also the government is gone." |
