Jammu, Oct 8: Though Police have often been accused of corruption, many in the force believe that Police themselves are the worst victim of corruption that exists within the department and they actually pass on top the society what they get within their own organization. They allege that the babudom has literally usurped the administration of the Police department and even senior officers have been playing to the tune of these babus who have managed to cling on to same chairs for decades. "These babus are the de facto bosses of the Police establishment as they have mastered the art of harassment through administrative manipulations" said a middle rung officer. "From matters as trivial as getting a leave sanctioned to promotions and adjustments, settlement of TA or medical claims, change of wings and even recommendations for awards, nothing happens in police administration without greasing the palms of these babus" he added. Sources also divulge that most of these babus have managed to cling on to the same chairs for decades. Through their manipulative skills, they have coerced their superiors into believing that they are indispensable and that their sections would shut down if they were transferred. "The senior officers are posted at a particular post for a limited period and they are posted out to the next appointment by the time they get to understand the working of the department. In such a preposition, they have to depend upon these babus and they generally accord sanctions to the notes put up by them" he added. "The vicious cycle of corruption starts the moment an officer or official gets in contact with these vultures seeking a favour for desired posting or adjustment to a suitable wing. He has to grease several palms down the administrative hierarchy" said another officer who has put in over two decades in service. "An officer who is transferred to a new wing may have to gratify these babus at several offices from division to the range and then district level and even beyond to get a suitable posting and do not ignore the mental harassment that comes with all this" he said. "Under such circumstances, how can an officer who managed his posting through such a rotten system be expected to work with honesty and probity?" he questioned adding, "he shall repay what he had to go through." While there are many a forums for the people to seek justice in cases of corruption by police, men in khaki have none to seek justice for themselves when they are subjected to corrupt practices within their own department. |
