| Of Babus, police officers, politicians and mutual interest society | | | Early Times Report Jammu, Dec 27: The administrative inertia in the State has reached a level where Babus, police officers and politicians have stopped fearing both God and man. The system of governance has rotted to such an extent that clerks and officers in Government departments openly and publicly demand and accept money for doing jobs for which the Government pays them monthly salaries. Who says there is fear of either the State anti-graft body or that of any accountability by supervisory authorities in Jammu and Kashmir among the corrupt Government employees? It is a fact that there are honest civil and police officers also and so are honest clerks and Government officials at other levels. But, the tragedy is that honest, upright and well meaning officials are few and far between in the State and these are getting outnumbered with every passing day because the political masters not only overlook dereliction in civil service, but encourage and exploit it to their absolute advantage. Isn't a fact that Ministers and office bearers of ruling parties have been posting engineers, revenue officers and police officers of their choice at district levels so that these officers oblige them by accommodating blue-eyed boys and party workers of people in power? Isn't it a fact that Ministers have been recommending party workers to be adjusted as casual labour in various Government departments so that during the forthcoming elections these paid workers help garner votes for the ruling parties? It is not furthering the interest of those out of power in the State if Government officials with known political affiliations are sidelined before the forthcoming Lok Sabha and Assembly elections in the state. The model code of conduct also says such officers must immediately be sidelined and taken off duties in addition to those serving in their districts of domicile. Government servants in Jammu and Kashmir have political godfathers and this is not something that is unknown to the general public. In times of elections, these civil servants become the godfathers of their past political godfathers. It is a typical case of you-scratch-my-back-I-scratch-yours. |
