| JK requests to release Rs 1000 Cr as first installment | | GoI refuses to release SPA of Rs 2064 Cr | | Akshay Azad Jammu, Dec 27: More tough days are ahead for Jammu and Kashmir Government as the Union Government has reportedly refused to release the Special Plan Assistance (SPA) amounting Rs. 2064 Crore out of total Rs. 7300 Crore of Annual Plan allocation for year 2013-14. Moreover, the State Government has made a fresh request before Union Government for release of at-least Rs. 1000 Crore out of total SPA component, as first installment. Sources informed Early Times that only three months of financial year 2013-14 were remaining, but the Union Finance Ministry has not released even a single penny out of total Rs. 2064 Crores allocated under Special Plan Allocation (SPA) component of total Annual plan 2013-14 amounting to Rs. 7300 Crores. "The Union Finance Ministry had unambiguously directed the State Government to submit the Action Plan Reports (APRs) under the web-based programme CAS-MIS for obtaining release of SPA funds till November 5, but due to repeated queries raised by Union Finance department, not a single penny has been released so far, which has increased the woes of State Government, which required funds for execution of several projects", sources said. After failure to get release of SPA component, sources said, the Jammu and Kashmir Planning and Development Department (JKP&DD) has requested to Union Finance Ministry for release of Rs. 1000 Crore out of total Rs. 2064 Crore of SPA component as first installment. "P&DD had forwarded a letter to Union Finance Ministry on December 24, urging them to release the funds without any further delay as the State Government has been facing financial constraints in execution of various projects under SPA", sources said. They further said that the Finance Ministry has reportedly withhold the SPA funds, after finding discrepancies including lack of information, incorrect information uploaded by State Government. "The Planning and Development Department has also reportedly extended the deadline for uploading of schemes under the web-based programme CAS-MIS to January 5 instead of previous date of November 5", sources said, adding that the state P&DD has also urged Union Finance Ministry for release the first installment against which the schemes/projects were uploaded. P&DD has also reportedly conveyed in the letter to Union Finance Ministry that the remaining projects/schemes would also be uploaded on web-based programme CAS-MIS shortly, sources said. An official pleading anonymity maintained that the Union Finance Ministry would seemingly, not release total amount of SPA component, as same has been raising objections for the last few months. |
