Board, GAD leave SVC red-faced; refuse even ordinary reforms
Scam hit BOPEE

Jammu, Dec 27: Virtually disinterested in bringing reforms and cleansing the system of rot, officials in the General Administration Department (GAD) as well as Board of Professional Entrance Examination (BOPEE) have stonewalled recommendations of State Vigilance Commission (SVC).
GAD has rebuked SVC by terming recommendations 'futuristic' while BOPEE has referred to non-availability of 'Burg Khalifa' type building for being unable to accept and implement recommendations of the commission.
In an official communique to SVC, GAD has obliquely refused to intervene for getting its recommendations implemented and instead, promised commission of taking up the issue of regular and repeated instances of question paper leakage with BOPEE.
Though GAD has not unveiled which magic wand it would be using to set BOPEE right, the fact remains that SVC recommendations for BOPEE are based on modern standards adopted by various boards across the country for holding various competitive examinations. Refusing to accept the recommendations and replying to SVC seemingly in an arbitrary manner does indicate that neither GAD nor BOPEE are interested in stemming the rot for all times to come.
It is largely believed that official response to recommendations of SVC by both GAD and BOPEE is callous and clerical. Intervening immediately after scam surfaced in BOPEE involving its ex-Chairman Prof. Mushtaq Ahmed Peer, SVC had sent a detailed recommendatory letter to the board alongwith a copy to GAD for serious consideration as well as implementation.
In response to the suggestion of commission to ensure integrity of officials before being posted in BOPEE, the authorities in the board responded by saying that onus for the same lies on GAD. SVC suggested two years stay for officials posted in BOPEE, the board overturned this and instead, informed SVC that two year tenure is too short for an official to understand working of BOPEE. They responded that officials posted in BOPEE should be given atleast three year tenure as prescribed in the act.
Even for short-term orientation trainings suggestion for BOPEE officials, board has put the onus on Government and said that it is for the State Government to facilitate in tying up with various institutions for training courses. SVC suggested for videography of the examination centres and in response, BOPEE played the same old music of infrastructural woes not allowing them to do the same.
If the official language of the response given by BOPEE is taken into account, the board seemingly wants a 'Burg Khalifa' type huge building where it could gather students from across the state and hold the competitive examinations. On the contrary, BOPEE advised SVC to take up this videography recommendation with Higher as well as School Education Department.
In fact, BOPEE asked SVC to advise Higher and School Education Department to get video cameras installed in their respective institutions and then, board would not require straining its muscles and resources. SVC advised BOPEE to go for digital photography, something which is being done across the globe. Board turned down the suggestion by saying that admit cards bear latest photographs of candidates and are checked by the supervisory staff. Hence, there was no need of digital photography.
About frisking of the candidates appearing in the competitive exams, board said that proper frisking is done and if anything more is required, Government should take up the matter with the concerned agencies for further improvement, thus suggesting that BOPEE is merely an examination conducting body and has nothing to do with mechanism for assuring 100 percent transparency and honesty.
SVC asked for shifting to online examination. BOPEE responded by saying that it does not have requisite infrastructure, staff and expertise and would seemingly require 'Burg Khalifa' type building for holding online examinations. And when GAD was asked to intervene, it finished the entire argument with one liner 'Suggestions are futuristic," It, however, promised to take up issue with BOPEE. Ego seems to be more at work than professional response to SVC letter seeking reforms in BOPEE.
