| Kupwara's Runa Laila and Minister of Law | | | Early Times Report
SRINAGAR, Dec 27: Directorate of Education in Srinagar has conveniently slept over a bunch of complaints about the Government school-teachers engaged with different private businesses but taking home their monthly salaries regularly from their drawing and disbursing officers (DDOs), particularly in Kupwara and Baramulla districts of north Kashmir.
Exposure in the local newspapers, of many Government employees indulging in absenteeism and private businesses, has been ignored by senior officials and politicians as they have been equally the beneficiaries of the "no work full salary scam".
Encouraged by the Omar Abdullah Government's inaction against such employees, a number of regular Government officials gained proximity to the Kupwara MLA and Minister of Law Mir Saifullah. One of these men and women is Runa Laila who has been continuously absent from duty since the day Saifullah became MLA and later a Cabinet Minister. Runa Laila was lastly posted as a teacher in a Government school in Vilgam and Trehgam. Without getting her leave sanctioned and taking permission for prolonged absence from the competent authority, Runa Laila settled in Saudi Arabia with her engineer husband.
Thereafter she and her husband settled in United States of America where both of the couples' children are studying for the last over one year. However, a Zonal Educational Officer under the direction of Chief Education Officer Kupwara is continuously drawing her monthly salaries from the Government treasury and getting the same deposited in her salary account in J&K Bank. Complaints of her long time unauthorized absence and her sharing of salary with the officers of Education Department have fallen on the deaf ears of Deputy Commissioner Itrat Rafeeqi and Director of Education Kashmir Tariq Ali Mir.
Officials in CEO Kupwara's office confirmed the fraud and said that all agencies, including Vigilance Organisation and Crime Branch, are "fully aware" of this "no work full salary scam" scandal but nobody was taking action as there were "tremendous pressure from a Cabinet Minister". They said that on one point of time, the process of terminating Runa Laila's service under Civil Service Rules and Regulations was initiated but the Minister warned the Education Department's officials against taking such action. They said that Runa Laila's brother, who is also an engineer, was suspended four times but every time the Minister came to his rescue while threatening the Government officers of dire consequences.
Official sources at DC Office Kupwara gave references to over 20 Government employees who have become "contractors" in different department due to their closeness to Mir Saifullah, Chowdhary Ramzan and even MLA Engineer Rashid.
According to these sources, a class IVth employee of Health Department, namely Abdul Rashid Malik of Helmatpora, has become a rich contractor. The local MLA and Ministries commonly believed to be his "silent partner". "He has never attended duties during last four years but salary is monthly going to his account", revealed an official. He said that the National Conference Block President of Trehgam Wali Mohammad Mir's son Ghulam Nabi Mir is posted as a 'Watcher' in Forest Protection Force. However, everybody calls him "Thekedar Sahab" as he has been operating as a regular contractor in different departments without attending his duty.
Neither Chief Medical Officer nor Deputy Director of FPF nor DC Kupwara have ever taken any action or even stopped their monthly salaries. |
