Devanand becomes ineligible to continue as incharge

JAMMU, Dec 4: With Prof. R.L. Bhat getting confirmed as Professor, a strange situation has arisen in Central University (CU) Jammu wherein the acting Vice-Chancellor Prof. Devanand has to handover the charge to seniormost faculty member.
If insiders are to be believed, Bhat's confirmation as Professor makes it mandatory for Prof. Devanand to handover the charge to him since he is now the seniormost confirmed professor in the university. They said that Devanand continues to be on deputation. Sources said that it would be now moral impropriety if Devanand continues on the chair and does not handover the charge to Bhat.
Sources said that the order issued by Human Resource Development Ministry had called for giving the charge to seniormost faculty member in the Central University. At that time, sources said that Devanand was the seniormost faculty member. But now the situation has changed completely after the confirmation of Prof. R.L.Bhat as professor in the Economics department of the central university (CU) since he is now seniormost for having been confirmed earlier than Devanand, who continues to be on deputation from Jammu University (JU).
But it is highly unlikely that Devanand would take care of propriety and allow Bhat to take over since he has been assured by ex-OSD and now a Consultant Dr. P.S. Pathania that despite being ineligible, he would be considered for being appointed as Permanent Vice-Chancellor (VC) of Central University of Jammu, said sources. They maintained that Devanand accords highest amount of respect to Pathania despite him working as consultant under him (Devanand) and hence, he would prefer heeding to his advice and continuing on the chair.
However, if the sources are to be believed, a complaint has been forwarded to HRD ministry against the acting Vice-Chancellor for having appointed one Prof. I.V. Malhan in a department which is yet to be created. They said that the complainant has asked HRD Ministry to order a detailed probe against Pathania, who has been using Devanand to fulfil his agenda of getting his friends and close relatives appointed to the Central University. He has also informed the HRD Ministry about Devanand having become ineligible to continue as VC of Central University (CU), said the sources.
They maintained that HRD Ministry is likely to ask Devanand to handover the charge to Bhat since now he is the seniormost in the Central University. But in all probability, sources said that Devanand is likely to resist and use all his resources to ensure his continuation as VC of Central University. He is likely to plead that Bhat is set to reach age of superannuation in early 2015, added the sources. But Devanand knows little that Dr. P.S. Pathania has also applied for being appointed as VC of CU.
