In absence of IAY, people want employment avenues through handicrafts

BANDIPORA, Jan 6: Handicrafts occupy an important position in the economic structure of the state. In the absence of large scale industries of the handicrafts sector, people demad that employment avenues should be generated in Bandipora district of north Kashmir.
According to local residents of Nadihal, Papchan and Argam, there are a large number of households in the rural areas who are below poverty line, they were not covered under Indira Awaas Yojana (IAY). Due to limited repayment capacity, these rural households cannot take benefit of fully loan-based schemes offered by some of the housing finance institutions.
"Unfortunately our demands were not met in past due to unawareness as the needs of this large society could have been met through various schemes which comes under Indra Awaas Yojana, which is part-credit, part-subsidy based, these units may have engaged unemployed youth in this very particular entrepreneurship, Sources said.
Mohammad Altaf Rather of Bandipora told Early Times that, "As a rich tradition of handicrafts in Kashmir has no parallels in other parts of the country and not only that but it could have also provided us a great opportunity of employment, by which our day today needs may have been fulfilled.
"Handicraft department should create such awareness programs which could be beneficial for the people of an area, and introduction of part credit, part subsidy based schemes will be an important step in creating new units of industries for the betterment of these left out villagers at large, Rather said.
Nazir Ahmad of Papchan opines that handloom sector is also a labor intensive cottage industry having considerable potential for generation of employment opportunities. To give boost to this industry, the state government must focus on product design and diversification, providing credit facilities, enhancement of weavers' productivity through up gradation of skills and use of efficient looms.
Another local resident Mohammad Ramzan Dar of Bandipora said that the state government must involve the educated youth in these small scale industries in order to promote trade facilities and to boost the exports of these export oriented sectors.
Banking structure in Jammu and Kashmir consists of Commercial Banks, Regional Rural Banks and Cooperative Banks have to play an important role in the soft loans and subsidy benefits, only than we can avail the benefits from these small scale industrial units, otherwise if they charged high interests than it will be difficult for us, Dar maintained. A group of locals said that, "perhaps there may be few existing handloom units but they are not having financial capacity to upgrade their handlooms for producing diversified products and for adopting small improvements required for better operation. "Need of the hour is government support may be provided for upgrading existing frame or improved handloom units through installation of attachments like additional jacquards, dobby, winding machine, dyed yarn winding machines, they said.
