Early Times Report JAMMU, Jan 6: Reports from New Delhi and Srinagar suggest that neither the PDP, the largest single party in the assembly, and nor the BJP, the second largest party, is prepared to blink or compromise their stand on their respective ideologies and that they would take some more time to reach some workable power-sharing formula. The PDP has stated that it would like to form government with the BJP, but only if the latter accepted its demands. The PDP's demands include restoration of Article 370 to its original position, dialogue with Pakistan to address the external dimension of the J&K issue, parleys between New Delhi and the Hurriyat leaders to address the internal dimension, revocation of AFSPA from certain areas of the state, office of Chief Minister for full term of six years, transfer of certain power projects to the state and a special financial package. If one goes by the January 6 reports in the national media, then one can say for sure that the BJP is finding it difficult to concede all these PDP's demands. That the BJP is unwilling to dilute its stand on its ideology and certain other issues facing the people of the state, including Jammu and Ladakh, became clear on Monday, when senior BJP leader and Union Minister Arun Jaitley said if the PDP and NC were unwilling to dilute their ideologies, how could they expect the BJP to do so just for the sake of government formation. "It is very difficult for political parties to give up their ideological positions. Can I expect PDP or NC to give up their ideological positions? Similarly, if they ask BJP to give up its ideological position, the answer is no," he told Burkha Dutt of the NDTV 24X7. He emphasized that "a government in the sensitive state should be based on three issues: sovereignty, good governance for developmental activities and regional balance" and expressed hope that "parties involved" would put their "heads together" for the larger interest of the state. So much so, he indirectly hinted at the possibility of Governor's Rule in the state. "The BJP-led government at the Centre would not be happy to impose Governor's Rule in the state as I think if there is one state which needs a popular government, it is Jammu and Kashmir," he said. It was a very significant statement, as it didn't overrule the possibility of the Governor's rule in the state. Reports which emanated from 11 Ashoka Road, New Delhi - the BJP's headquarters - also suggested almost the same thing. Credible sources in the BJP revealed that "the J&K BJP leaders asked the Central leadership that it should keep the party's stand before the PDP while holding talks for government formation with it". Sources further informed that "the local BJP leadership urged the central leadership during the core group meeting at New Delhi on Monday that it would not be in the larger interest if certain important issues facing the people of state are not made part of the common minimum programme". The issues which the local BJP leadership would want the party high command include no dilution on the stand on AFSPA, citizenship rights to the West Pakistan refugees, settlement of the issue with the PoJK refugees and return and rehabilitation of the internally displaced Kashmiri Hindus, delimitation of the assembly constituencies and implementation of constitutional 73rd and 74th amendments to strengthen the basic institutions of democracy in the State. Not only this, the local BJP leadership also reportedly urged the party high command not to accept the PDP's demand that the office of the Chief Minister must remain with the PDP for a full term. "There has to rotational Chief Minister-ship, as such an arrangement alone could respect the mandate both in Kashmir and Jammu" sources in the BJP also revealed. The developments which unfolded on Monday in New Delhi and had been unfolding in the Valley after the poll verdict should leave none in any doubt that things are becoming complicated with each passing moment. The next few days would be very crucial as far as the formation of the new government in the state is concerned. The good news is that the BJP has disclosed that both the PDP and the BJP will have a "structured dialogue on the issue" to break the ice and hand down to the state a good and stable government. |
