Jammu, Jan 6: In violation of norms laid down by rule book of University of Jammu, Principal of Government Degree College Billawar is the one man flying squad -which principally should be of three members including a female- to monitor the conduct of examination in Degree College Kathua.
Sources informed Early Times that according to norms, Principal of a college was authorized by Controller Examinations of Jammu University, to constitute a team of three members as flying squad team, to monitor conduct of examination in a particular college. "The senior most professor in the team is to be made a Convener of team and a female member must be in the team", sources said, adding that but in violation of norms, instead of constituting a three members' team, the Principal Government Degree College Billawar, Dr. Netar Singh, alone doing the whole team work and has been monitoring conduct of examination in GDC Kathua.
Sources further said that during Bi-annual examination for Graduation Part-I and Part-III, Dr. Netar Singh had been visiting GDC Kathua, examination centers alone. "There was no female member in the Flying Squad team and moreover, the Flying Squad team is ordered to visit examination center once, but Dr. Netar Singh had reportedly been visiting the Examination centers thrice or four times", sources said.
Sources further informed that University of Jammu authorities were so magnanimous for Dr. Netar Singh that every time, Singh was authorized to make the Flying Squad team for district Kathua, despite the fact that there were nearly half a dozen Principals of GDC's in district Kathua. "When the examination for IGNOU were held, Dr. Netar Singh was monitoring the exams in the morning hours and during afternoon hours, he was found monitoring the exams of Graduation Part-I and Part-III", sources said.
They further said that though Dr. Netar Singh was also overall incharge of GDC Billawar, where exams for various semesters have been going on, but instead of remaining at GDC Billawar, he was found in GDC Kathua, most of the time.
"Nearly six months back, Dr. Netar Singh had been transferred from GDC Kathua to GDC Billawar. The action of administration to transfer him, didn't go well with Dr. Netar Singh and for the last six months he has been visiting GDC Kathua, frequently", sources said.
Sources further alleged that the biannual examination of Graduation Part-II has been on, and once again Dr. Netar Singh was alone the Flying Squad team. "Even the Principal of GDC Kathua, had also lodged a complaint against interference of Dr. Netar Singh in the affairs of GDC Kathua, but reportedly Controller Examination had reprimanded GDC Principal", sources said.
"Three to Four other colleges are also in district Kathua, but never the Principal of any other college was authorized to constitute the Flying Squad team and every time Dr. Netar Singh is authorized to make flying squad team for GDC Kathua, signaling towards something fishy in the entire episode", sources said, adding that moreover, there was no female in flying squad team.
"In the coming days, bills to the tune of several thousand rupees will be drawn from Jammu University exchequer for three Flying squad team members but fact of the story is that except Dr. Netar Singh, none other member visit the college", sources said, adding that Dr. Netar Singh desired to station at GDC Kathua and for camping in Kathua, he had been using pretext one or the other. |
