Early Times Report Jammu, Sept 5: Exposing the rampant nepotism and corruption in circles of state administration during elected governments, a highly politically connected blue-eyed was appointed through backdoor channels on a post equivalent to a Head Assistant and after managing undue promotions he became Special Secretary (an IAS level post) without qualifying Indian Administrative Services (IAS) exams or through induction into IAS quota According to the documents in possession of Early Times the blue-eyed also went on to misled the High Court of Jammu and Kashmir and got directions for his promotion as Additional Secretary in February 2018 but he was already promoted as Additional Secretary in March 2017. The documents revealed that the accused official, who was relative of a former Peoples Democratic Party (PDP) Minister and also brother in law of another PDP's defeated legislator, was appointed as Reporter on 16/2/2001 but there was no advertisement of posts or selection process. Early Times Report SRINAGAR, Sept 5: The Jammu and Kashmir government has directed all departments to submit by November 6 reconciled accounts of up to October 30 to the finance department as Public Account of the Union Territory of Jammu and Kashmir will replace the Public Account of the state.
