'Bureaucrats, officials hamper inquiry'

Srinagar, Aug 25: The multi-crore land scam at Humhama, Gogoo outside Srinagar Airport in which top officials are involved has almost been hushed up as bureaucrats hamper enquiry.
Documents reveal that in Humhama area 234 kanals and 1 marlas of Kahcharai land and around 36 kanals 1 marlas of state land and in nearby Gogoo area 25 kanals 13 marlas of Kahcharai land have been encroached illegally over the years by influential persons including noted bureaucrats.
The names of encroachers exposed by documents were kept hidden by officials at the office of the Deputy Commissioner Budgam due to the pressure exerted by top officials of state administration not to expose the matter in media.
According to reports instead of any stern action against real encroachers so far after a scuffle between Minister and official in police station of Humhama an FIR under sections 447-A and 132 was lodged against one Bharat Bhushan and Muzaffar Ahmad Jan, senior functionaries of Jammu and Kashmir Cooperative Housing Corporation (JKCHC) alleged of developing the colony. The details reveal that after the Minister tried to take action against the official. However, under pressure from official lobby concerned Tehsildar filed a complaint against the JKCHC employees.
Sources said that document copies of the land scam which reveal names of encroachers, total area of land encroached and Government actions taken against the encroachers are with Divisional Commissioner Kashmir, Financial Commissioner Revenue, Deputy Commissioner Budgam, Special Assistant to Revenue Minister, Sub Divisional Magistrate Khansahab and with Tehsildars of Beerwah, Khag, Chadoora, Chrari Sharief and Khansahab of Budgam District, yet nobody is taking initiative to take action against the encroachers.
Sources said that lower rank officials of District Administration Budgam feel helpless to take action against encroachers due to political interference and added despite the fact that apart from sending warning letters to encroachers time to time, District Administration since 2011 also informed encroachers not to violate section 133 LRA. However, the scam goes unabated.
Pertinently as reported earlier the matter got exposed after very recently one Cabinet Minister asked one top brass official of the state to vacate 10 Marlas of land in the area for the construction of a park in the area which are in possession of the said official and according to sources when the official and his high profile wife refused to leave 10 marlas of land to the Minister resulted in a scuffle between the Minister and official and the matter reached to Humhama Police station.
Pertinent to mention that Early Times tried it best to reach to the Minister for Revenue Ajaz Ahmed Khan many a times after exposing the matter, however concerned Minister never took the phone calls.
