Speaker says shelling will carry on as long as 'conflict' is there

Srinagar, Aug 25: Legislative Assembly Speaker Mubarak Gul today said that such incidents would take place as long as the 'conflict' is there.
The Speaker made these remarks on the first day of the autumn session of the legislature here. Responding to the National Panthers Party (NPP) legislator from Udhampur Balwant Singh Mankotia's demand that State Government should take effective measures to deal with firing incidents on border, the Speaker said this can be done by Central Government alone.
"As long as conflict is there such incidents would take place. The State Government cannot do anything in this regard as it is the Central Government that has to take a final call on this issue. Defence Minister is expected to make a statement on the violation of ceasefire in the Parliament and this forum can't discuss the issue," said Gul.
As soon as the proceedings began for the day, Mankotia stood up on his chair and demanded that a discussion should be carried out on the firing incidents going on near the Line of Control (LoC) and International Border (IB) in Jammu. The Speaker disallowed the demand and said that discussion can be held only after a notice is given by the member.
Mankotia said that innocents are getting killed near the LoC and IB due to extreme high-handedness of Pakistan and the state Government is acting as mute spectator on the issue. He alleged that no relief whatsoever has been provided to the people who have been affected due to the firing from across the border.
"Pakistan kee gunda gardi kee wajah se log mar rahe hain magar yahan kee hukumat un logoun ke liye kuch nahi kar rahi hai (Due to violence and high handedness of Pakistan people are getting killed and the Government here is doing nothing for the affected people)," said Mankotia.
Interestingly only Mankotia and expelled Bharatiya Janta Party (BJP) legislator Professor Chaman Lal Gupta raised this issue while the other members did not say any word about the firing incidents. None of the BJP and NPP legislators were present in the house when the incident took place. NPP legislators Harshdev Singh and Yashpaul Kundal joined the House later on.
Mankotia reached the well of House and tore apart the question booklet that is provided to the members of the House. He raised slogans against the Government and despite repeated warning from the Speaker he carried on with his protest and sloganeering. The Speaker ordered the marshals to take Mankotia out of the House and following this he was marshaled out.
Responding to the protest of Mankotia the Speaker said this was unwarranted since the House was paying homage to former legislators who passed away from the last session to the ongoing session of the legislature. He referred to the protest as unjust and said that Mankotia should be taught a lesson by his party higher ups.
Referring to this issue during his homage to the deceased legislators, Chief Minister Omar Abdullah said that Government of India has to take a decision as how to deal with the firing incidents on the LoC and IB. Omar accused Mankotia of playing politics on the issue and said that the legislator wants to garner votes out of sympathy.
