79 percent Govt schools without toilet facility, dysfunctional ones add to miseries of children | Truce face of J&K's cleanliness desire! | | Syed Junaid Hashmi JAMMU, Aug 25: Around 79 percent Government-run schools in Jammu and Kashmir either have no toilet facility or the facility is dysfunctional. Of the total 23234 registered Government schools in the state; 18,466 either do not have toilet facility for both male and female students or have become dysfunctional with state Government doing nothing to make them functional again. Of these 18,466; girl schools without or with dysfunctional toilets are around 9091 while those meant exclusively for boys are much higher i.e. around 9375. Ministry of Human Resource Development (HRD) headed by ex-actress turned politician Samriti Irani has put detailed data of the schools without toilets or with dysfunctional toilets across the country on the official website of the Ministry. They have put up every bit of information about these schools on the website. On a touch of finger, one gets to know where these schools are located in the state. To ensure that state Governments do not dispute the data, the Ministry has put up state, district and block wise detail of these schools on the officials website of the Ministry of Human Resource Development (HRD). According to this data, 6294 girl schools across Jammu and Kashmir are without toilets. 7822 schools meant for the male students are without toilets. 2797 toilets in girl schools are dysfunctional while 1553 schools for boys are without functional toilets. Chief Minister Omar Abdullah's constituency is worst hit with 212 schools having no toilet facility for girls and 195 with no facility for boys of the total 557 Government run schools which includes Primary, Middle, High and Higher Secondary Schools alongwith schools opened by the state Government under various centrally sponsored schemes. This does not include 85 other Government-run schools in this district which have dysfunctional toilets. Baramulla district which has highest number of Government schools in the state i.e. 1921 shows 678 girls schools without toilets and 572 boys institutions without proper toilet facility. In this district, 152 schools for boys as well as girls have toilet which are not functional. Kupwara which has second highest number of Government schools i.e. 1807 has 911 schools without toilet facility for boys as well as girls. In this district, 165 schools have dysfunctional toilets. Rajouri district in Jammu region has 1689 schools. Out of these 1689 schools, 509 are without toilet facility for girls while 757 have no toilet for boys. 393 schools in this district which has highest number of schools in Jammu region have dysfunctional toilets. With 1507 schools, Jammu district is second highest in terms of number of Government schools which have been opened in its various parts. This district has 300 schools without toilet facility for boys and 354 schools with no toilet facility for girls. 287 schools in Jammu district have dysfunctional toilets. District Anantnag has 1232 schools without toilet facility while it has 313 schools with dysfunctional toilets. Samba, Reasi, Ramban and Udhampur too have the same position with almost 40 to 55 percent schools either having no toilets or toilets which are not functional for the last many years. The only silver lining is that districts which include Budgam, Bandipora, Doda, Kargil, Kathua and Leh have least number of schools with either no toilet facility or dysfunctional toilet. District Bandipora and Budgam both have toilets in all the schools. Not even a single school of the total 766 in Bandipora and 1235 Budgam is without toilet facility. These two districts alongwith Leh are the only exceptions in the otherwise dismal picture of Government schools without toilets.
