| Signing authorities not adhering to rule book, Govt takes serious note | | | Et Report Srinagar, Sept 11 : The state government has cracked whip on officials for not indicating their name and designation below their signature while initiating or endorsing any note for consideration of the competent authorities as well as on the communications exchanged with different departments. According to GAD circular number, 20 of 2013, dated, September 10, government has maintained that instructions issued earlier, were not being adhered to strictly and the correspondences including government orders were issued without mentioning the details of the signing authority.Notably, government in 2004, vide circular number 10, dated July 14, had directed all the officers to indicate their name and designation below their signature while initiating any proposal for consideration of the competent authorities, however the order was not implemented in letter and spirit, forcing government to reiterate the directions again in 2011 and 2012."The instructions were, earlier reiterated through circular number 16-GAD of 2011 and circular number 23-GAD of 2012 but correspondences were issued without mentioning the details of the signing authority," reads the new circular issued by government.The officers as per the new circular have been asked to mention their telephone numbers and e-mail addresses on all letters and correspondence while exchanging communications with different departments. "This will make communication specific and easier."Referring to the RTI Act, 2009 and rules there under, government has maintained that it was mandatory to provide information seeker on various issues with proper name and details of the signatory on the official communications."The persons involved in the decision making at various levels are required to be identified in the process which becomes difficult and impossible without the name and details of the signatory on the official note." |
