JAMMU, Sept 11: Already facing severe crisis due to frequent increase in fuel prices, the commoners are likely to get another shocker as the National Highway Authority of India (NHAI) intends to charge highway user-fee at two separate locations, for newly upgraded four lane Jammu-Lakhanpur road.
Sources informed Early Times that the National Highway Authority of India (NHAI) has finalized the fee to be levied from the people who would travel on the road stretch between Sidhra bypass (Jammu) to Lakhanpur at two separate locations.
All the vehicles including heavy and light motor vehicles would have to pay NH user fee at two separate counters of NHAI. "One counter has already been established at Rajbagh near Kathua, but due to objections raised by State Government, the NHAI has not started, charging of user fee at Rajbagh toll plaza, but another toll plaza is likely to be established at Saroore of district Samba", sources said.
They further informed that the road stretch between Jammu to Lakhanpur has been divided into two parts. "One part of road stretch is from Jammu- Sidhra bypass to Samba and second from Samba to Lakhanpur", sources said, adding that normally NH user fee was charged for every 60 kilometers of stretch but the stretch between Samba to JammuSidhra-bypass was not 60 kilometers, so the user fee charge at Saroore toll plaza would be less as compared to user fee likely to be charged at Rajbagh toll plaza.
As per NH Authority of India Act 1988, all light motor vehicles including car, jeep, van or any other light motor vehicle will have to pay Rs. 0.65 per kilometers and for using stretch between Lakhanpur to Samba, a vehicle owner will have to pay Rs. 58. 50 per trip, while at Saroore toll plaza, same owner will have to pay around Rs. 40, sources said.
"A commercial light motor vehicle, light goods vehicle and Mini passenger bus will have to pay Rs. 1.05 per kilometer which means that the operators of these vehicles will have to pay Rs. 94.5 as NH fee for using highway from Lakhanpur to Samba, sources said, adding that at Saroore toll plaza, same owner would have to pay more than Rs. 80", they informed.
A bus or truck (two axles) has to pay Rs. 2.20 per kilometer. "A bus operator will have to pay Rs. 198 as user fee for using highway between Lakhanpur to Samba, while a three axle commercial vehicles will have to pay Rs. 2.40 per kilometers, (Rs.216 from Lakhanpur to Samba), sources said. "At Saroore toll plaza, same vehicle would have to pay around Rs. 200", sources said.
Similarly a heavy construction machinery (HCM) or earth moving equipment or multi axle vehicle (four to six) will have to pay Rs. 3.45 per kilometers and a vehicle with seven or more axles will have to pay Rs. 4.20 per kilometers.
Sources further revealed that the fee levied and collected here under would be payable at both the toll plazas at Rajbagh Kathua and Saroore. The fee rates shall be revised annually in accordance with the rule 5 of the said rules.
