| Work on Impounding Reservoir behind schedule in CM's home constituency | | Project delayed due to cost escalation | | Arun Singh JAMMU, Sept 11: The phrase "Just below the lantern- lies the darkness" seems fit for Chief Minister Omar Abdullah as in his home constituency the project of construction of Impounding Reservoir in Gandarbal has failed to meet deadline of March 2013 besides funds for the project have been stopped due its cost escalation. Sources told Early Times that the project of construction of Impounding Reservoir was taken up in August, 2011 at the cost of Rs 14.91 crore under National Rural Drinking Water Programme (NRDWP) without administrative approval. "The DPR for the scheme had been originally prepared at a cost of Rs 14.91 crore. But the concerning PHE department submitted a revised DRP to the Administrative Department in August, 2011 with a projection of Rs 21.55 crore. The approval to the scheme is still hanging in balance due to queries raised by the Administrative Department for cost escalation of Rs 6.91 crore," they said further adding that overall physical progress of the project is 60% till date. They further said that the project had been formulated for providing augmented water supply to 86 habitations with a designed population of 1,19, 800 souls by the year 2020. "The construction of Impounding Reservoir is coming up on a piece of proprietary land measuring 34 kanals and 10 marlas. The work on RCC retaining wall around the Reservoir has been completed only upto 20% and the delay in completion of the Reservoir is due to the backing out of the contract agency," they maintained. They said the work was abandoned due to public resistance at village Waliwara, Chanthan Gulabpora as the villagers were demanding for construction of a drain alongside of the road in place of pipe laying which was not a part of DPR. Pertinently the Impounding Reservoir is a reservoir with outlets controlled by gates that releases stored surface water on need basis in a dry season. It will have a capacity of storing 100 lac Gallons which could serve as a backup source for a period of six days to cater all the 13 WS schemes by way of supplying water to the targeted habitations. |
