JKPDC claims and missing agreements

JAMMU, Sept 11: The Power Development Corporation has given its roadmap for generating 9000 MWs by the 13th plan. A paid advertisement circulated by the corporation claims that the JKPDC was the fastest growing hydro power corporation in the country.
Well the JKPDC need not trumpet its so-called success in the state especially. The people of Jammu Kashmir know that like other corporations, it (JKPDC) has also become a rehabilitation centre for retired Government officials.
The roadmap, however, does not say how the targets projected in the advertisement can be achieved. The efficiency of the PDC and its parent department is already under scanner. The vital agreements of power projects are missing. This has been stated by the PIO, PDC in response to a RTI petition. He has stated that "agreements in respect of Salal HEP, Dul Hasti HEP are not available with the department. Baglihar part II and Uri part II are not with NHPC. With regard to other projects like Chutak, Nimo Bazgo, Kishen Ganga, Uri II, Bursar, Sewa II and Pakul Dul only the memorandum of understanding was available with the department."
It reflects the callousness of the authorities. Who is supposed to be the custodian ofvital agreements? Where have the agreements gone? The answer to all these questions has to be sought in from the people who have been heading the PDD and PDC. For the time being, the Government must order a high level probe into the grave irregularity and till facts are ascertained, the heads of PDD and PDC must be placed under immediate suspension. Their predecessors also need to be questioned thoroughly. The Government has to bear in mind that these vital documents are of utmost public importance especially at a time when the civil society is vehemently demanding return of the power projects from NHPC. The Government must recover the agreements and publish them in local newspapers besides making them available on the websites of the concerned departments.
