Minister's 'Dream Projects' turn a piquant hide 'n' seek allegory | Hallucinating in his reveries | | Siddharth Sadralia JAMMU, Sept 13: The obstinate and nonchalant attitude of the State leaders sojourning at the Centre, making hay under the UPA Government and caring two hoots for their homelands, except minting fortunes for their self reliance becomes quite reflective of the same when they visit their states. The recent example came to fore when Union Minister for Health and Family Welfare Ghulam Nabi Azad accompanied by AICC general secretary Ambika Soni came to city of temples, but with just a appeal to his home state electorate to vote for Congress and make it strong. Not divulging much into the Congress' contemporary eminence at centre and state also of late, the political analysts' main thrust was focused on Ghulam Nabi Azad's rhetoric here for his pupil which seemed more influenced by his Centre-centric elan rather than paying even a miniscule care about the health scenario of the state towards which he did not care to put an eye to. Azad kept urging for strengthening the party upto the booth level in order to activate the cadre and to defeat the communal and divisive forces and stressed up on strengthening the bounds of unity and brotherhood to promote the ideals of secularism for the unity and integrity of the state and the nation. He referred to various developmental activities and welfare measures taken during his tenure as Chief Minister. He said the demands of the all sections receive due attention and various measures were taken to resolve their problems. But alas! While the Union Minister and the son of soil talked about strengthening Congress cadre and defeating inimical forces, many of the sons of soil along with their ailing mothers, fathers, sons, sisters and other relatives queued outside his "Dream Project" Super Specialty Hospital (SSH) unaware of the fact that the colossal building standing uphill in the mid of the city is just his dream hollowed in his reveries. Though the non operation of the Super Specialty Hospital is being attributed to apathetic approach of authorities concerned and paucity of funds, but does that could be the only reason withholding Azad's 'Dream not Coming True ". Public still waits longer time to avail the indoor facilities in the partially-operational SSH which went partially functional on May 5 when its Out Patient Department (OPD) was thrown open to public. The authorities at the helm that time assured that indoor facilities too will be added in next fortnight. The SSH was opened after a huge outcry from public, as it failed to meet deadline even after repeated extensions. The foundation stone of SSH was laid on 2004. In order to silence those voices, SSH could barely start operations on 'trial basis' on May 5. The Government shifted six departments viz. cardiology, cardiothoracic vascular surgery (CTVS), neurology, nephrology, neurosurgery and urology from Government Medical College Hospital (GMCH), Jammu. Nearly 4,700 patients attended OPDs in May and June at SSH. Even after more than three months' time, barring a facility of dialysis nothing new has been added in the hospital. Going by the lack of infrastructure and medical equipment in SSH, there is no possibility that indoor facilities will start in near future. Also, there is shortage of faculty, helpers and other associated staff in SSH. It also lacks sufficient number of ventilators. As of now, there are only two ventilators in the hospital which requires 25-30 ventilators. There is no oxygen concentrator and as a temporary arrangement 200 oxygen cylinders are to be procured and for that too no supply order was issued and nor there are funds for making the payments for the same. Minister for medical education Taj Mohi-ud-Din had assured that since facilities are being gradually added for its comprehensiveness, months have passed and now building has started showing up weary signs. Much was anticipated from Union Minister in his last visit to sound the clarion call for the SSH to become fully operational, but nothing of that happened while he still seems into some hallucinating reveries. His "Dream Project" at Tawi banks named as Maharajah Hari Singh Park too had suffered a dent when a portion of it was unscrupulously sold off to a hotelier by the JDA, officially not authorized to do the deed. |
