Congress scores first ever victory over NC | Formation of LAHDC | | Neha JAMMU, Sept 13: The Congress, which had been acting as B-team of the National Conference (NC) and making mockery of itself ever since January 5, 2009, when these two parties formed coalition Government in Jammu and Kashmir, on Thursday scored a massive victory over the NC. This was the first ever victory of the Congress over the NC. The case in point is what transpired in the Congress-NC Coordination Committee on September 12 under the chairmanship of JKPCC chief Saif-ud-Din Soz. During this crucial meeting, the Congress leadership for the first time asserted its position and authority and told the NC to see reason to help keep the coalition intact. It asked the NC leadership to withdraw the notification under which four persons were nominated to the Ladakh Autonomous Hill Development Council Kargil and allow the Congress, which had emerged in the just-held elections to the council, for the council. The NC knelt, of course, reluctantly and endorsed partially the Congress's suggestion that since the Congress emerged as the single largest party in the council by winning 10 seats, as against the NC's tally of 8 seats, it was the right of the Congress party to lead the council for the next five years. "It has been decided that the Congress party be allowed to form the LAHDC-Kargil and choose its leader as chairman of the Council," the Pradesh Congress Committee said in a statement after the meeting of the coordination committee. "The Coordination Committee also agreed that the nomination of four persons on behalf of the National Conference to the LAHDC Kargil remains intact; but the four nominated members won't have voting rights," the statement also said. It is obvious that the NC leadership reversed its earlier decision only to remain in power during the next 15 months or so. Now that the Congress has shown the NC its rightful place, it is time for it go through its 2008 election manifesto and force the State Government of which it is an integral part to implement all the promises it solemnly made to the people of Jammu province to get their votes. One of the solemn promises held out by the Congress at Press Club Jammu was that the Congress, if voted to power, shall amend the Jammu and Kashmir Constitution to federalize the state polity and establish adequately empowered regional council in Jammu province so that it could address some of the issues facing its people. The people of Jammu province had appreciated the Congress manifesto and returned to the Assembly 13 Congress members. In fact, it was because of the Jammu vote that the Congress again came back to power. Remember, the Congress had won only three seats in Kashmir and one in Ladakh. In 2002 as well, the Jammu electorate had returned 15 Congressmen to the Assembly. The Congress had failed to win even a single seat in Ladakh and in Kashmir it had won only three seats. The Congress needs to appreciate its mandate from Jammu and make the State Government to take at least two steps: Establishment of regional council and appointment of a delimitation commission. The Congress would bite dust in the upcoming elections in case it fails to fulfill at least these two promises. Will the Congress leadership from Jammu assert its authority and win over the confidence of the people of Jammu province by fulfilling the promises it made? Right now, no one can answer this question. |
