Following clearance of decks Kargil council members all set to take oath on Sept 15 | Karbalai to head council following unanimous choice | | Jehangir Rashid SRINAGAR, Sept 13: Congress councilor Asgar Ali Karbalai is all set to head the Kargil council of Ladakh Autonomous Hill Development Council (LAHDC) as the oath taking ceremony is scheduled to be held on September 15, Sunday. Importantly Karbalai's name has come up as unanimous choice to head the Kargil council. Sources told Early Times that all the formalities have been completed by Congress councilors for staking the claim to lead the Kargil council. The Congress party has already submitted the list of 15 councilors to Deputy Commissioner, Kargil to prove the majority and the oath taking ceremony is all set to be held on Sunday. Decks have been cleared for Congress to head the council as National Conference has decided not to press for the voting rights of four councilors nominated by Chief Minister, Omar Abdullah. In the crucial coordination committee meeting on September 12 (Thursday) the controversy generated after the nomination of four councilors was put to rest as both Congress-National Conference entered into a win-win agreement. Jammu and Kashmir Pradesh Congress Committee (JKPCC) Chief, Professor Saif-ud-Din Soz along with some other ministers owing allegiance to Congress and senior party leaders are expected to be present at the oath taking ceremony. Some National Conference leaders are also expected to be present at the oath taking ceremony with invitation also thrown to the leaders of Bharatiya Janta Party (BJP) and Peoples Democratic Party (PDP). It would be in place to mention here that the high command of Congress has already finalized the name of Asgar Ali Karbalai for the post of Chief Executive Councilor of Kargil council of LAHDC. Karbalai emerged as unanimous choice for the position of Chief Executive Councilor and his nomination for the position would be made a day after he takes oath as a member of the council. The Chief Executive Councilor and four executive members would be elected on September 16 a day after all the members will takes oath from Deputy Commissioner Kargil as members of Kargil council. The Chief Executive Councilor enjoys the status of a cabinet minister and the four executive members are having the status of Minister of State (MoS). In the previous Kargil council of LAHDC National Conference had 18 councilors while as Congress had eight councilor seats. In the recently concluded elections, National Conference faced a jolt after majority of their previous winning candidates lost the election and the party could only managed to get eight seats. The major gainer was Congress that not only increased their tally from eight to 10 but managed to get the support of five independents thus taking the overall tally to 15 and crossed the magic figure of 14 seats to get a simple majority. The Kargil council of LAHDC has a total of 30 seats, out of which 26 are elected by direct voting by people of Kargil district while as four members are nominated by the State Government. With the formation of Kargil council it is expected that the stalled development works would get a fillip in the Kargil region. |
