| CS dismayed over employee leaders' obstinacy, directs Div, Distt admns to monitor employees attendance | | | EARLY TIMES REPORT
SRINAGAR, Sept 30 : Chief Secretary, Mohammad IqbalKhandey today expressed his dismay over the obstinacy exhibited by employee's union leaders regarding implementation of various demands.
He said despite the best intentions of the government to meet most of the demands of the employees and its further willingness to consider the remaining few demands in a time bound manner the leaders of the employees union have shown unwarranted rigidness and announced a strike programme thereby putting common masses to unnecessary inconvenience and trouble.
Chairing a meeting with the Administrative Secretaries here, the Chief Secretary said that all strikes by the employees have been held illegal by the Supreme Court and High Courts and the same has already been brought to the notice of the employees in addition to the provisions of the essential services (Maintenance) Ordinance, 2001 and SRO-1 of 2000. He said circulars have already been issued reiterating that strike and hartals by the employees union are illegal and will entail strict action including imposing "no work no pay" rule, besides other punitive measures.
Chief Secretary directed the Administrative Secretaries to ensure that manual attendance in addition to the bio-metric system of attendance is performed in the Civil Secretariat and to personally monitor the attendance of the employees and submit details to the General Administrative Department on daily basis.
Chief Secretary said the besides the Secretariat, all Divisional, District and Police authorities have been asked to ensure that there no picketing outside government offices wherein few leaders of the employees union physically and forcibly prevent other employees from attending to their work. He said that all concerned authorities should ensure that those willing to work are actually able to work smoothly.
Chief Secretary also directed the Secretaries to personally visit various offices during the hartal days to ascertain the situation and report the attendance of the employees so that immediate action is taken against those who would have absented themselves from the work illegally.
Earlier, Chief Secretary held a meeting via video link with the Divisional Commissioners, Deputy Commissioners and SPs regarding the implementation of the circular already issued and the instructions that have been communicated to all Heads of the Departments at the Divisional and District level for ensuring proactive approach in dealing with striking employees. |
