Twin Fidayeen attack: Breach of trust followed by Intelligence failure?

Jammu, Sept 30: The Fidayeen attack, few days back at Hiranagar and Mehsar Army Camp, Samba has still its terrifying nostalgia impacted on the minds of the people, even the tactical hypothesis could not have been established underlining the technique adopted by the terrorists to break onto Indian soil from Pakistan.
Nearly a week down the line, since the Fidayeen from across the border, allegedly reported to have sneaked into the Indian land, no clue has been drawn for a conclusion as to from where, when and how three men in Indian army fatigues managed to go on rampage in broad daylight killing a dozen people including on army top brass cadre also.
While many theories are being worked out on the infiltration, all however, are put to rest in one context or the other as the ground realities and the factual border position viz a viz its taut fencing facilitated by many hi-tech electronic gadgets fail the assumptions that terrorists might have sneaked in while cutting or damaging the border fence.
"There is not an iota of notion that the three terrorists could have ventured in through any of the point from the fence which is heavily guarded and strongly erected to thwart all mischief," said one of the senior most Border Security Force official.
He said that the entire stretch has been holistically guarded as borders lit up to the shining shimmer at night with strong halogen lights hoisted at nearly 15 yards apart which do not spare even a shadow doubt for an insect to creep in even.
However there are two to three culverts on the fence from where the monsoon waters as well as some distributaries of the adjacent rivers run through where there is no fencing and the culverts are guarded by manning the point on both sides by the forces' jawans guarding it round the clock while the concertina wire in rolls is plugged in the culvert to make it infiltration free.
Amidst all these permutations, the fact remains that despite the court of inquiry as the standing operation procedures of the army has been put in place under the head of a colonel rank to mandate it, query still eludes the answer as to when, where and how the three terrorists made into India side.
The think tanks and the expert guides have some opinions on this intelligence failure that put it otherwise.
While there is an apparent and obvious four-tier intelligence failure starting with Border belt force failing to detect or stop the infiltration followed by Army, police and local VDCs failing to rise to the threat when the three armed terrorists after boarding a auto rickshaw on gun point traveled nearly one and a half hour and 40 kilometers on national highway struck at two places and mowed down 12 important lives.
A critical analyst said, "Nearly two weeks ago, there was a flag meet between both the commanders (BSF and Rangers) where it was decided by the BSF to repair the damaged fence at places broken due to monsoons rains to which their counterparts had consented to. I fail to understand that when a high-profile meet of both the premiers of the countries was scheduled in near future, the flag meet could have been deferred and instead borders should have been watched, guarded and controlled safely till the critical time. I am of a firm opinion that Pak rangers might have shared the information with the terrorists that helped them sneak in," he said.
There is a routine exercise when fence gets damaged on any account, we pass on information to the other side for its repair so that no confusion prevails that any untoward activity is being conducted from our side .Since they have no such fence , they do not need this, said the senior BSF official.
