Assembly session begins amid uproarious scenes

Srinagar, Sept 30: Autumn session of State Assembly began with an ominous start with uproarious scenes witnessed on the first day today with members of the opposition National Panthers Party demanding dismissal of the NC-Congress coalition government for its "failures on all fronts'.
As soon as the House met here on the first day today, Speaker, Mubarak Gul moved the obituary motion, the NPP legislators entered the house shouting slogans against the government. The NPP legislators were demanding dismissal of the NC-Congress coalition government in the state alleging that it has failed on all fronts.
However, when the leader of the opposition, Mehbooba Mufti started speaking on the obituary reference tabled by the Speaker, the agitating NPP, MLAs took off from their seats.
Earlier when Speaker tabled the obituary reference, all members cutting across party lines demanded that those killed in Shopian, Gool, Kishtwar, Hiranagar and Samba shall also be included in the reference so that the house pays homage to those who lost their lives in these incidents.
Later speaking on the obituary motion, Mehbboba Mufti demanded discussion on General V K Singh's revelations in the Legislative Assembly. " His revelations have put a question mark on the credibility of the mainstream leaders" said Mehbooba.
NPP leader, Harshdev Sing said the infiltration in Samba sector and killing of police and army personnel by the terrorists was an eye-opener for those demanding revocation of armed Forces Special Powers Act (AFSPA).
"Militants and their mentors from across the border get encouraged by the voices being raised for revoking AFSPA" said Harshdev. Without naming, Harshdev lashed at Chief Minister over his accession remarks and said the accession of the state with the union of India was final and challenging accession cannot be tolerated.
However, Sate Secretary CPI (M) M Y Tarigami while speaking on the obituary motion said Samba happened despite AFSPA.
Tarigami said, "people's will was more important than having draconian laws like AFSPA". He said
"Usually democratic institutions across the world express the will of the people but there is a perception that the people in the state assembly are helpless as they could not express the will of their people" Tarigami said and added this house has failed to arrest this trend of erosion.
Tarigami said the inquiries have lost relevance as these have been a mere eyewash. Tarigami said, "We should put an end to this helplessness and we should discuss every issue of public interst in this house to restore the credibility of the house" said Tarigami.
Additional General Secretary of the National Conference Dr Mustafa Kamaal lashed out at the National Panthers Party leader Harshdev Singh for blaming the Chief Minister Omar Abdullah for issuing what he said, "irresponsible statement" on JK's accession with India.
Kamaal said that Harshdev should read document of accession fully to avoid confusion.
People's Democratic Front (PDF) Chairman and MLA Khansahib Hakeem Muhammad Yaseen in his speech demanded discussion on the revocation of AFSPA.
Senior Congress leader Muhammad Sharif Niaz while participating in the discussion on obituary motion said that Article 370 of the constitution of India was acting as a bridge between the state of Jammu and Kashmir and the Union of India and the people demanding abrogation of this article were actually supporting the cause of those who want to take away J&K from India.
BJP leader, Jugal Kishore in his speech said the Article 370 was impeding the development and employment in the state.
Independent MLA, Er Rashid as usual criticized the government saying it is shielding "the stooges" who have been exposed by the former army chief.
"I am surprised that that a Hurriyat leader's house was sealed on the allegation that he received Hawala funds, his house is built on only five Marla's of land in Chanepora but a minister who received 1.19 crores according to VK Singh, is still in the cabinet," Rashid said while speaking on the obituary reference in the assembly on Monday.
Rashid was interrupted by Law and Parliamentary minister Mir Saifullah and revealed that his party has already brought a privilege motion against the former army chief VK Singh before the assembly.
There was some exchange of heated arguments between Rashid and Basharat Bukhari of PDP when the former said that nobody in the house was hon'ble. "There is nobody hon'ble in the house because they are the agents of IB and other intelligence agencies," Rashid said.
Rashid also supported the implementation of United Nations resolutions in Jammu and Kashmir, a demand vibrantly and always made by the separatists only.
"Why is India shying away, it should ask the people of Jammu and Kashmir their opinion through a plebiscite if it is true in its claim that everybody is comfortable with India," Rashid said leaving all the lawmakers red faced.
