Is resolution less important than voices of Assembly members?

Jammu, Oct 10: Which is more important? The resolution adopted by the Assembly in Srinagar or the high pitched speeches of some of the legislators. Only the members of the Assembly can answer this question because they participated in the discussion on Gen. V.K. Singh's claim on funding J&K politicians for maintaining stability and harmony in the state, before the House adopted the resolution. And they were the same members who raised their pitch while demanding that the former Army Chief be summoned to the House.
When the resolution was adopted, that too unanimously, by the Assembly it laid emphasis on prevailing on the central Government to hold a probe into the allegations leveled by Gen. Singh. The Assembly had passed a unanimous resolution asking the Centre to conduct a thorough and time-bound probe into the charges levelled by former Army Chief VK Singh about political payoffs to mainstream politicians of the State.
The resolution was passed at the end of three and a half hour discussion on the allegations made by Gen Singh recently. While concluding the discussion, Chief Minister Omar Abdullah proposed the one-line resolution for a thorough probe which was unanimously adopted by the House. Omar said the mainstream political institutions were in danger and the allegations levelled by Gen (retd) Singh had caused unprecedented damage to these institutions. "We are not responsible for this damage. It was your (Centre's) inquiry (into the functioning of Technical Services Division of Army. The leak took place from there (Delhi) but we are bearing the consequences," Omar said..
The resolution was adopted on Monday. And the decision to summon Gen. Singh, after members raised their pitch for issuing summons to Gen. Singh from the Assembly secretariat on Wednesday. It means that within less than 48 hours members of the Assembly changed their opinion. From their stand on allowing the Centre to order a probe into the former Army Chief's allegations the honourable members opted for summoning Gen. Singh.
And the NC members were in the forefront of those leading the campaign against Gen. Singh. They had a reason to do so because they have been told to believe that the intelligence unit of the Army had paid Rs. 1.19 crores to Minister for Agriculture. G.H. Mir, for toppling the NC led Government in 2010. And a senior PDP leader, Muzaffar Hussain Beigh, has rightly commented on the issue by saying that was it possible to dislodge a duly elected Government by a meager sum of Rs. 1.19 crores.
And voicing support for summoning of Gen. Singh to the House, NC Ministers were possibly trying to rationalize their frustration. Or were they fulminating against Gen. Singh simply to woo voters in Kashmir? What ever may have been the basic cause for ignoring the unanimous resolution adopted by the Assembly and the introductory remarks from Chief Minister Omar Abdullah the Speaker of the Assembly, Mubarak Gul, deserves kudos for having opted for seeking written reply to a letter that would be dispatched shortly.
Again Gul deserves praise for having informed the House that if he felt satisfied with Gen. Singh's reply there was no need to summon him to the House. He held to his stand despite voies supporting immediate summoning of Gen. Singh.
The day to day developments in the Assembly indicate that members continue to be supreme in this sense they have the authority to adopt a resolution and they have the power to override that very resolution. The members have shown that they are supreme, so long they are inside the House, and for them Chief Minister Omar Abdullah's statement cannot be treated a gospel of truth that cannot be either challenged or ignored. It is only outside the House that Chief Minister's statement or stand on any issue is direction for the NC members.
In view of the resolution, favouring a probe by the Centre into the allegations leveled by Gen. Singh against JK Ministers, the Speaker may simply insist on receiving a written reply from Gen. Singh. He may not favour summoning of Gen. Singh to the House.
