| With 40 percent posts vacant, NREGA mocks at Government claims about success of scheme | | Around 2100 posts of Gram Rozgar Sahayak remain vacant | | Jehangir Rashid
SRINAGAR, Oct 10: With around 40 percent posts vacant the much hyped Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) launched to generate employment for the people in rural areas seemed to have lost direction in Jammu and Kashmir.
This is despite the claims of State Government that the scheme has been effectively implemented in the State. Day in and day out the Rural Development Ministry officials claim a lot about the success of the scheme but on ground the story is totally different. Complaints are already coming in about favouritism with respect to NREGA. Some other people complain that instead of carrying out jobs manually machines were used in many villages in Kashmir.
According to the figures provided by Rural Development Department out of 5604 posts only 3235 posts have been filled. This means that 2369 posts under NREGA are yet to be filled in the State. The non-fulfillment of posts has seriously impacted the functioning of various components of NREGA in Jammu and Kashmir.
In the Kashmir Division out of 2164 posts of Gram Rozgar Sahayak only 1000 posts have been filled with the 1164 posts remaining vacant. Out of sanctioned 434 posts of Technical Assistant, 399 posts have been filled and the remaining 35 posts are yet to be filled. Out of 12 sanctioned posts of Data Entry Operator for Social Audit only two posts have been filled with 10 posts remaining vacant.
Out of 12 sanctioned posts of Social Audit Coordinator eight posts have been filled with the other four remaining vacant. The heartening thing is that all posts of Computer/MIS operator and Programme Officers have been filled in Kashmir division. While 254 posts of Computer/MIS operator have been filled the number of filled posts with respect to Programme Officers is 77.
In the Jammu division out of 1964 sanctioned posts of Gram Rozgar Sahayak only 1044 posts have been filled with 920 posts remaining vacant. Out of 393 sanctioned posts of Technical Assistant, only 328 posts have been filled with 65 posts remaining vacant. No programme officer has been appointed in Jammu division on 66 sanctioned posts of Programme Officers.
Out of 66 sanctioned posts of Administrative Assistant, only 13 posts have been filled with 53 posts remaining vacant. Out of 66 sanctioned posts of Account Assistant, only 14 posts have been filled with 52 posts remaining vacant. Interestingly all the posts in Computer/MIS operator, Social Audit Coordinator and Data Entry Operator for Social Audit categories have been filled under the scheme in Jammu division. The sanctioned posts for these three categories are 76, 10 and 10 respectively.
If the figures are put in cumulatively then it comes out that 1213 posts are vacant in Kashmir valley while as the number of vacant posts in Jammu division is 1156. Out of 4128 sanctioned posts of Gram Rozgar Sahayak, only 2044 posts have been filled with the remaining 2084 posts remaining vacant across the State.
Out of 827 sanctioned posts for Technical Assistant, only 727 posts have been filled with the rest 100 posts remaining vacant. The vacancies with respect to Programme Officers, Social Audit Coordinator, Data Entry Operator for Social Audit, Accounts Assistant and Administrative Assistant are 66, 4, 10, 52 and 53 respectively across Jammu and Kashmir.
