JAMMU, June 24: In violation of norms set for industrialization, an entrepreneur who was allotted land by the SICOP for establishing a unit had allegedly sold the land to third party. Moreover, the allotment was made in violation of rules. Sources in SICOP told Early Times that the allotment was made without getting NOC from District Industrial Centre (DIC) Pollution Control Board (PCB) and Power Development Department for establishing a factory in industrial area Birpur, Bari Brahmana. "Entrepreneur, Raj Kanwar Singh who managed to get 2.5 kanal of land in industrial area has close proximity with SICOP's management. The land was allotted to him 13th single window committee meeting which was held on August 18, 2012", sources said, adding that the allotment was made with meeting eligibility criteria. " The land was allotted to entrepreneur under the name and style of M/S Modern Fabrication vide registration number 07/004/11/12215 on August 9, 2012 against the service Laws", sources said, adding that instead of establishing his unit the beneficiaries with connivance SICOP's authorities had managed to sell the land to another person which totally against the rule. They further said that if the allottee could fail to start his unit within 18 months from the date of allotment, the allotment would cancel. "Para 16 of lease deed, reads as if the lessee fails to commence production within 8 months and the leased premises shall be liable to cancel", they added. When contacted to Manager SICOP, BirpurTarsemLal said that there was time limit for setting-up factory. Responding to transfer of land to another by the lessee, the Manager said, "The constitution of lease can change. The person who was allotted the land can also start his business by involving a partner." |
