Ministers missing, files gathering dust, official work piling up

SRINAGAR, June 24: After the debacle in Parliamentary elections in the state, the Minister of NC-Congress coalition Government have confined themselves to their respective constituencies leaving their offices at the mercy of their special assistants and personal assistants. The offices of the majority of Ministers in Srinagar Civil Secretariat continue to wear deserted look. After facing defeat in Lok Sabha elections, the coalition Ministers with Law Minister, Mir Saifullah the only exception, have literary abandoned their offices and spend most of the time in the constituencies in an attempt to regain the support they have lost.
Finally, the axe fell on Ministers who could not garner votes of their communities or in their constituencies in Uttar Pradesh. The heaviest price was paid by Brahmin Ministers for not being able to attract voters from their community who completely shifted to the BJP. The Council of Ministers including the Chief Minister Omar Abdullah and Deputy Chief Minister, Tara Chand seldom attend their offices, instead all of them spend maximum time extensive tours of their constituencies and late in the evening the state information department as usual in its bulletin releases big photos of the Ministers showing them interacting with the people.
The attendance of the officers in their offices at the divisional and district levels has also minimized because the Ministers in a bid to woe the voters take them along for on-spot redressal of grievances of their voters.
Law and Parliamentary Affairs Minister, Mir Saifullah, however, is perhaps the only Minister who has been attending his office on almost daily basis to do file work and long queues of people could be seen waiting for their turn outside his office chamber.
Though scores of people particularly the women are always seen sitting on benches outside the office of Rural Development Minister, Ali Mohammad Sagar but leave in the afternoon disappointed without meeting the Minister who ever since his appointment as General Secretary of National Conference has virtually shifted his Ministry to NC headquarters at Nawa-e-Subuh.
Deputy Chief Minister, Tara Chand, PHE Minister, Sham Lal Sharma, CAPD Minister, Choudhary Ramzan, Urban Local Bodies Minister, Nawang Rigzin Jora, Social Welfare Minister, Sakina Itoo, Planning Minister, Ajay Sadhotra, Housing Minister Raman Bhalla were last seen in Civil Secretariat on June 18, while as Finance Minister, AR Rather who even before the elections would hardly attend his office, has never attended the office for full day after the electoral drubbing. Agriculture Minister, Ghulam Hasan Mir, though occasional is perhaps the only Minister after Mir Saifullah and Haj and Auqaf Minister, Peerzada Sayed who attends his office.
The absenteeism has adversely affected the working of the Civil Secretariat and files do not move from one table to another now. A senior bureaucrat told Early Times today that the functioning of the Civil Secretariat has virtually come to a grinding halt as the Ministers do not attend their office for official work, instead chose to stay back in their constituencies to do some damage control. The officer said that there are hundreds rather thousands of files of urgent and important nature gathering dust in Ministers offices. He said files awaiting decision on important administrative and policy matters are lying on the tables of Ministers since weeks. "The official work is piling up, one fails to understand when these files will be disposed off," said the officer.
