| Declared 'deadwood', Accounts Officer moves HC | | Court issues notice to Govt, seeks reply by Aug 10 | | Early Times Report
Srinagar, July 7: The state High Court today issued notice to government on a petition filed by a former Chief Accounts Officer of the Education Department against his termination after declaring him deadwood. The officer, Mushtaq Ahmad Baba, is among 63 employees who were terminated recently by the government as part of its process to remove so-called deadwood from the administration. A single bench of Justice Mohammad Yaqoob Mir issued notice to the government through Chief Secretary, Commissioner Secretary Finance, Commissioner Secretary GAD, member of constituted committee under Article 226 of CSR, Commissioner Secretary Home, another member of the committee as well as Abid Rashid Shah, Joint Director School Education Department. The court has asked the government to file response by August 10. In his petition, he has said that the order of his termination was passed only at the behest of the Joint Director "who is close to the Education Minister." He says the Joint Director got annoyed with him for opposing purchase of furniture in violation of the rules and using of the private instead of the departmental vehicle by him. "There is no adverse material available in the Department against the petitioner. The petitioner's last promotion was ordered by the government on September 27, 2013 on the basis of excellent service record and performance, and the DPC/Public Service Commission at that time considered the service confirmed as CAO w.e.f. 15.02.2012," the officer said in the petition. He said the action of the government was "absolutely arbitrary" and a number of officers who have influence over the present government have not been touched though they are facing criminal charges either in departments concerned or before court of law. |
