MLA allegedly takes law into own hands, breaks locks of room to take out solar lights

Kishtwar, July 7: Senior Congress leader and MLS from Inderwal Ghulam Mohammad Saroori today allegedly broke the locks of rooms where JKEDA department had dumped Solar lights in Inderwal block of Chatroo Tehsil for distribution among the beneficiaries identified by Deputy Commissioner Kishtwar after following due procedure.
As per the details available with "Early Times", the trouble started in the morning at Mughal Maidan Kishtwar where the people hailing from ruling BJP and PDP held a strong protest over allege pick and choose method in distribution of Solar lights sanctioned by Government of India during NC-Congress government and added that people associated with BJP and PDP were denied the benefit of these Solar lights, alleging that the same are being distributed among the Congress party activists close to MLA Inderwal Ghulam Mohammad Saroori. Following protests, BJP leader from Inderwal Tariq Hussain Keen called on DC Kishtwar and suggested him to stop immediate distribution of Solar lights in Inderwal with the plea to order for re-verification of the beneficiary list.
Upholding the plea of BJP leader, DC Kishtwar Mohammad Javed Khan vide order No. DCK/Adm/1035-40 dated 7-7-2015 asked for immediate stopping of distribution of Solar lights and directed ADDC Kishtwar to submit report in light of the public complaints received by his office wherein it was alleged that the list of beneficiaries is biased and many genuine and eligible beneficiaries were left out.
Following DC Kishtwar's order, many people who had assembled at Chatroo for collection of these Solar lights held strong protest against DC Kishtwar and BJP leadership allegedly forcing MLA Inderwal Ghulam Mohammad Saroori to break the locks of dumping store and distribute these Solar lights among the people in presence of senior officers of Sub Division Chatroo.
When contacted, Saroori denied the allegation that he or his supporters had taken law into their own hands and added that the Solar lights were distributed among the real beneficiaries, the list of which was cleared by DC Kishtwar himself. He said that BJP and PDP activist tried to disrupt the smooth process of distribution of Solar lights that has caused law and order problem in the Chatroo area where people after travelling 40 km distance had reached to collect these Solar lights. He said that the whole exercise was carried out in presence of SDM Chatroo, Tehsildar Chatroo, SDPO Chatroo, BDO Chatroo, concerned Sarpaches, Panches, Lambardars and other prominent members of the area. He said that BJP though forced DC Kishtwar to issue order for immediate stopping of the distribution of Solar lights but did not officially communicate the same to anyone.
Meanwhile BJP leader Tariq Hussain Keen demanded immediate registration of an FIR against Congress MLA for taking law into his own hands. He said that Saroori and his aides had taken law into their own hands and added that DC Kishtwar should order registration of an FIR against Saroori and others who took law into their own hands by breaking the locks of dumping store where Solar lights were kept for distribution.
It is pertinent to mention that as per the documents available with "Early Times", Administrative Officer JAKEDA, Government of Jammu and Kashmir Science and Technology Department in its official communication vide No. ST/EDA/SHL/07/2014/2760-61 Dated 8-10-2014 to District Officer JAKEDA confirmed that the list of beneficiaries for Solar Home Lighting Systems was forwarded to concerned department by Deputy Commissioner Kishtwar vide his No DDCK/2316-18 dated 07-08-2014.
As per letter No. DDCK/2316-18 dated 07-08-2014 written by Deputy Commissioner Kishtwar to Chief Executive Officer JAKEDA Jammu wherein DC Kishtwar submitted the list of beneficiaries of Solar Home Lights to him after Assistant Commissioner Development vide letter No. ACDK/Plg/Solar-light/14/2385-87 dated 7-08-2014 verified the list of beneficiaries forwarded to him by DC Kishtwar through field functionaries of Rural Development Department and Panchayat Raj Institution representatives (Sarpanches and Panches) for further necessary action strictly in accordance with the guidelines.
Similarly a committee was framed by DDC Kishtwar vide order No DDCK/Plg/Solar/26/5585-86 dated 18-03-2015 for distribution of these Solar lights in Inderwal Constituency of Kishtwar District and accordingly BDO concerned, Sarpanch concerned, Lumberdar concerned and Chowkidar concerned were also made the part of distribution committee.
In order to check any wrong doing, JAKEDA officials were directed by the department to upload the data of each beneficiary on the official website of JAKEDA.
