Where minister fails, goon contractors, divisional engineer prevail

Jammu, July 7: District Rajouri, village Nala Makol where a two kilometers length road is being black-topped, the work being only executed just to see-off the ritual so that the government money meant for the purpose could be eaten out underwent a series of scruitinies, but to no avail.
While the comcerned minister Altaf Bukhari too in his assurance to this correspondent had said that action would be taken against the erring personnel and guilty would be sacked , but nothing happened on ground.
" We offer commission to get PWD works, says Rajouri contractor" --- a story carried in early Times on July 2 speaks of all illicit trade being executed in government works , where the sources allege that Divisional Engineer in connivance with influential trio of contractors having under taken the blacktopping of the road are the men who are executing the thievery. "While there should be a 40-63 mm thickness metal to be laid for a pucca road in the area , the concerned contractors are putting up boulders ranging from 100mm-200mm which is not the required size," said one of the official of the department wishing anonymity. Divisional engineer Mohammad Parvez when asked about the fa ct related to such crime that may invite vigilance enquiry, the high-headed engineer mocked away the threat saying ," we do not fear enquires, thousands of which still are pending upon us". However Senior Engineer Rajouri Desraj when approached about the dishonesty being committed through the PWD-contractors nexus said that since the matter has been brought in his knowledge, he would initiate appropriate action and bring the culprits to the book.
"I will personally look into the matter and any faulty procedure found in executing the work would be taken into immediate consideration," said SE Desraj.
Mohammad Shokat Ali, Assistant Executive Engineer also confirmed to have received the directive from the senior engineer and while talking to Early Times said he would go on the spot and get the work stopped.
The trio contractors involved in the crime include Devender Kumar, Bodh Raj and ex-sarpanch Mohan Lal.
It is being alleged that since the work was stopped when the shortcomings were found , but sooner the team left the spot, the DE asked the contractors to carry it on without any fear. Minister Altaf Bukhari too had assured action against the JE and AEE concerned saying that both would be dropped from services if found guilty, but the minister too failed to initiate action against them, the reason being best known to him only.
