Improve academic atmosphere in Govt schools

What worries the state Government in general and the Minister of Education, NaeemAkhtar in particular is the dismal performance of Government run schools in Jammu and Kashmir. Well the results announced by the Board of School, Education for Class X and class XII should be treated as an index for the performance of the Government run schools. However, during the last several years the performance of these Government run schools has remained below average and in certain cases highly dismal and disappointing. The state has 24,265 government schools with sanctioned teacher strength of 1.43 lakh.The government annually spends over Rs 5,400 crore on school education, but the performance of these schools is much below the private schools.226 government schools recorded zero per cent result in board exams in 2009 and 2010,1,295 government schools recorded below 25 per cent in Classes X and XII exams in 2011 and 2012. Of them, at least 157 schools had scored zero per cent.In Jammu province, at least 278 schools secured less than 20 per cent pass percentage in the past two years (2014 and 2015).
The malady is not a new development. The problem seems to be as old as the birth of schools run by the Government.During the last about 40 years successive state Governments evinced interest in upgrading schools in the rural areas simply to woo the voters in villages.
In various areas schools were upgraded from the primary level to the 10th level and middle schools were upgraded to the higher secondary level without first upgrading the basic infrastructure in the shape of buildings,libraries and laboratories.This is one aspect of the deteriorating academic atmosphere in the Government run schools.The other aspect was poor academic qualification of teachers appointed for teaching students right from class I to ClassdXII.And those who had sound academnic qualification and capacity for teaching spend more time on playing truants because of their posting in far-flung villages.There are Government run schools where the teacher-taught ratio is quite large with the result teachers seldom are able to pay individual attention.With emphasis on universalisation of education all the Government agencies and political leaders took steps for encouraging kids to enroll themselves in schools.This led to further widening of the teacher-taught ratio.
It is painful to watch classes being organised in the open for want of proper buildings in large number of Government run schools. Poor facilities coupled with lack of interest on the part of teachers in imparting sound education to kids have led to increase in the dropouts.At one time the state Government,had a few years ago,embarked on a policy under which those teachers were to be punished if the schools,theyworked,showed very poor performance in Board results.Teachers were threatened that their annual increment would not be released and their promotion avenues could be sealed.This further led to lack of interest among teachers to be punctual and regular. Hence first of all the Government should improve and modernise the basic infrastructure in the state run schools.This can be done by upgrading the buildings,the ,libraries and laboratories.
Teachers need to be given some incentives for showing good results. Attempt should be made to appoint teachers in the villages,tehsils and districts they belong to.Once it is done teachers may display keener interest in teaching nd the possibilities for them to play truants could be minimised.If the general environment and academic atmosphere in the Government run schools are not improved it would be better to reduce the number of schools.The Government should guard against one thing.It should not appoint unqualified and untrained teachers because doing such an act could affect the future of the youth in Jammu and Kashmir.Let the Government appoint a committee of experts,even some from outside the state,to formulate guidelines for running the Government schools.
