Srinagar, July 7: More than one dozen state government departments are headless and positions of 15 special secretaries in civil secretariat are vacant for the last six month, sources informed. These vacancies are a result of officers' retirement, transfer and attachment to General Administration Department, sources added. To deal with the situation, a panel was formed by GAD that could look into the issue of inducting KAS officers into senior super scale, which would ultimately pave a way to induct these officers into IAS. A proposal in this regard was sent to cabinet by GAD, sources added. In the meantime, sources maintain, a lobby in GAD formed another list of special secretaries for their promotion and induction into IAS, when already in GAD a list of additional secretaries who if promoted to special secretaries could have become head of departments. Senior cabinet minister said: "We decided to bring KAS officers to senior super scale and promote additional secretaries to the position of additional secretaries, but the file was withheld by GAD and not sent to cabinet. As a result the file already sent by GAD to cabinet was withheld by the cabinet. So a rift started, which resulted in not only affecting the work of the government but also rendering 15 GAD posts vacant." The departments which are headless include Rural Development Department, Serva Shiksha Abhiyan, Cable Car Corporation, JK Housing Board, State Sports Council, FCI, SRTC and department of libraries among others. The officers attached to GAD include Saleem-ur-Rehman, ex-director health, Dr. G.N. Qasba, ex-commissioner Municipal Corporation Srinagar, Talat Parvaiz ex-tourism director and others. They are getting their salaries without doing any work. Besides 33 posts of IPS officers are vacant in the state, while as 906 such posts are vacant across India. |
