4 yrs on, House Committee report on road accidents gathers dust

SRINAGAR, Sept 22: Four years have passed since the House Committee submitted its report, but the government has failed to implement the recommendations of the committee for taking measures to avoid frequent traffic accidents in the state.
The 8-member committeeunder the chairmanship of MLA Kulgam Mohammad Yusuf Taragami was constituted in March 2011 and submitted its report in April 2012. The committee was constituted by the Speaker after a school bus carrying students met with an road accident while returning from a picnic.
The House Committee was constituted to study about kinds of accidents and give recommendations to control it. In its report the committee had blamed the drivers of the vehicle for overloading and rash driving in the hilly area especially on the Srinagar-Jammu national highway and on Batote-Kishtwar road.
The panel had come up with a slew of recommendations to the Transport department, Traffic department, R&B department and other agencies concerned for curbing the growing road accidents.
Surprisingly despite passing four years, rarely any recommendation has been implemented by the government on curb of traffic accidents.
Figures revealed that both, number of road accidents and the fatalities, were on the rise in J&K. Since 2011, over 5000 people have been killed and more than 50000 people injured in over 20000 road accidents. Increase in number of vehicles, less road length, faulty roads, negligent driving and worn out vehicles are among the reasons for growing accidents in J&K. The Chenab-Valley in Jammu region, particularly Doda district, with toughterrain has witnessed a steep increase in the accidents over the past few years. According to a news report the percentage of deaths in road accidents in valley is 66.5 percent as compared to the percentage of 37.2 at national level.
Sources said executing agencies were asked several times to implement the recommendations of the Committee on ground, but to no avail.
There has been around 120 percent increase in traffic in the last seven years.
According to the official figures, the number of vehicles in J&K was 668445 in 2008. In 2009, it increased by 7.77 percent and reached up to 737581.
While in the year 2010, 2011, 2012, the overall traffic increased by 10.34, 11.92 and 11.98 percent respectively and their number reached to 916898 in the state. And now the number has reached to around 14 lakhs. Private cars and two wheelers account for 81 percent of vehicular population in Jammu and Kashmir. Besides, the official data states that 182220 vehicles have entered the state from other states in the last three years. A senior official of the Transport department said the government was doing nothing to stop the influx of vehicles into the state, which have been phased out in other states.
