2 Jammu schools expose Akhter's rationalization policy

Early Times Report
jammu, Sept 22: The much publicized rationalization of education policy, the brainchild of Education Minister Naem Akhter has virtually been restricted only to his oratory or in files as two higher secondary schools-which are just 25 kilometer distant from winter capital city-have been presenting two different pictures.
One school has excess of students but acute scarcity of teaching staff but another has excess staff with average enrollment figures.
A visit to Government Higher Secondary School, R S Pura (both boys and girls) and Government Higher Secondary School, Purmandal, would woefully expose the rationalization policy .
"Both the two schools of RS Pura viz-a-viz Secondary School Boys & Girls are over staffed with manpower including Teachers, Master and even Lectures. Both schools have same sanctioned staff strength which was sanctioned during the establishment of these two institutions while the enrollment of students has been reducing with each passing year", sources said.
Moreover, on other hand, the far-flung Secondary School of Purmandal of Samba district, which is located at nearly equal distance to winter capital Jammu, has been facing acute dearth of manpower while the education department has succeeded to provide only 50 percent sanctioned man power, whereas enrollment has been increasing in the school with each passing year.
Source in department said that Secondary School Boys, RS Pura has teaching strength of 45 including 13 Teachers, 8 Masters and 24 Lectures and 21 Teacher, 10 Master and 15 Lecture have been posted in Girls Secondary School, RS Pura for over 600 students and having sufficient post of Lab assistants and class IV employees.
Whereas on the contrary, the sanctioned strength of lectures in HSS, Purmandal is 13 but at present only eight are in place and the post of Lab assistant is still laying vacant.
The callous approach of the department can be gauged from this fact that the ongoing session was near completion but the department has failed to provide Lectures of Environmental Sciences, Dogri, Sanskrit, Philosophy, Sociology and Physical Education subjects.
"Each Lectures of Environment Science and Physical Education who are recently transferred here against the vacant post, have not joined so far and are making round of Directorate office for their modification and adjustment to some city schools, which are already over burdened", sources said.
Both of them are seemingly least interested to join the Purmandal Higher Secondary, as one belong to Hiranagar while the other belong to Jammu city", said a Lecture, wishing anonymity.
"The Education Minister should wake from his slumber and should initiate some action, if he is seriously interested to implement the rationalization policy in the state as hundreds of schools in peripheries have been waiting for staff," a lecturer said.
