Patients suffer due to slackness of SKIMS

Srinagar, Sept 28: The sluggishness of the SKIMS authorities have ensured that funds though available are not spent on the patients. The detailed audit conducted by the CAG, has pointed out many instances where the SKIMS bosses have failed to put the money in the appropriate purpose.
In the year 2009-10 schemes to be completed in two year's time were initiated. As such the schemes should have by now been functional and actually helping the patients. However, even though an amount of Rs 851.30 lakhs was drawn from the Treasury and credited to civil deposit head right in the inception the schemes are yet far from benefiting people. One such scheme was the 'Security Surveillance and Advanced IT' scheme. The Rs 100 lakh scheme was to monitor the pilferages of items like drugs, machinery, equipment and movement of the people across the hospital. The scheme, however, is yet to commence. Another scheme that falls in the category is the Modular Emergency
Operation Theater. This Rs 250 lakh scheme was to replace the out of date and worn-out equipment of operation theatre of Emergency& Accident department by highly recommended modern gadgetry so that the surgical teams would have been able to provide quality services to the patients who need surgery on emergency basis.
Rs 100 lakh's scheme for Plasma Sterilizer would help in preventing infection in the hospital by sterilization of instruments like surgical disposables, endoscopes, etc . Likewise, the scheme for Modernization and Upgradation of Mortuary (for dead bodies), amounting Rs 25 lakhs, was to help in installation of modern standard molecular mortuary chambers (refrigeration system) for preservation and better management of dead bodies and postmortem.
Upgradation, Improvement and Replacement of Various Hospital Items, for around Rs 196.30 lakhs was to replace various worn-out essential hospital items and to provide quality care to the patients and the Radio Frequency Identification for Library of SKIMS, worth around Rs 40 lakhs, aimed to modernize the central library. Rs 140 lakhs were meant for the establishment of Quality Control Laboratory (to detect substandard and spurious drugs). The government must ask questions to the SKIMS authorities about the status of all these schemes.
And even while seeking answers, the CAG presages, that if the SKIMS chose the usual defense line that CAG has engaged in writing baseless, concocted, and false allegations against SKIMS bosses, it must be made clear that nobody has engaged in such a thing.
The report says, "No work had been done in respect of these schemes.
No project reports were prepared and these schemes were taken up on requisition of the concerned departments."
"Due to slackness of the SKIMS authorities in execution and procurement of material for these schemes, the envisaged benefits could not thus accrue in treatment of patients and better management of the institute," the report concludes.
