| Policing in India needs transformation | | |
Though each state in India have their own police setup and system,the image of the police has been soiled by the activities of a section of policemen including some of the officers.And the police have not remained on the sidelines while other security forces,including the Army,tackle internal law and order problems kicked up the activities of Naxals,Maoists and militants.As a result of difficult neighbours,especially China and Pakistan,these subversive elements have received material and moral support from agencies in Islamabad and Beijing.It has been a difficult period for India as far as problems having been kicked up by these militants,Naxals and Maoists during the last over three decades.And the police have played their role in assisting Army and the paramilitary forces in tackling these subversive elements. What is painful and un fortunate is the way people and the state Government have ignored the sacrifices rendered by the police in handling the law and order and internal security issues.Well one can imagine the extent of sacrifices policemen have rendred while trying to prevent anti-social and anti-national elements from creating a law and order problem on a large scale.This can be judged from the way over 33,000 policemen have achieved martyrdom while trying to deal with subversive elements and anti-Government protesters.
It is in this connection that Prime Minister,Narendra Modi,has dished out a new policy on improving the lot of policemen.He has rightly advocated the concept of 'SMART' policing. He has said a country which has an efficient intelligence network does not need any arms and ammunition to run the government.Focusing on the police force and intelligence agencies, the Prime Minister said he wanted a force which takes care of the country's law and order in an efficient manner.By 'SMART' policing, he meant S for strict but sensitive, M for modern and mobile, A for alert and accountable, R for reliable and responsive and T for techno-savvy and trained.The police force should inculcate these values to ensure best policing which will go a long way in improving its image and work culture, he has said. This way “smart” does not mean that policemen should look fit and fine but need to cultivate the habit of being sensitive and smart with modern outlook on policing which could be possible if they remain alert and accountable,besides remaining reliable and bank on technology while dealing with day to day law and order problem.
Once the police adopt the guidelines given by Modi the men in Khaki are bound to experience a lot of transformation from bad to good policing.Hitherto,whenever one refers to the police one is reminded of series of corrupt practices men in Khaki adopt while dealing with day to day law and order problems.Even victims of any injustice,victims of social repression,victims of child labour,victims of sex rackets,victims of oppression from landlords avoid filing cases in the police stations.It is so because once the victims approach the police he or she is subjected to another phase of repression and oppression.He is forced to bribe police and face other ordeals.It is time the police ,right from a constable to senior officers upto the ran of DGPs,embrace reforms of many shapes and hues.Let the police improve their functioning,remain transparent and avoid accepting bribes.Once they do so their image will touch a new high in the country.If the image of the police witnesses upward curve people will start having complete trust in men in Khakis.Let the policemen and their officers treat themselves as part of the society.They usually believe that they are not a part of the society,they are someone above the social system.If the police and the intelligence agencies have to succeed in tackling law and order problems,crimes and activities of militants,naxals and Maoists they have to transform their style of functioning so that they receive ready support and cooperation from people.Police cannot operate in isolation and they could do wonders if they abide by the suggestions dished out by Modi. |
