Govt fails to sanction funds for RC, Insurance of vehicle | For want of driver, MP donated vehicle gathering rust in Roopnagar School | | Akshay Azad

Jammu, Dec 1: Administrative inertia is ruling roost in Jammu and Kashmir and in a new instance, a vehicle donated by Member Parliament Madan Lal Sharma, for visually impaired children, has been gathering dust in the premises of Residential School for Visually Impaired Children at Roopnagar for the last nearly two years. Irony is that, no post of driver has been created by the government besides no funds have so far been sanctioned for making all relevant documents of vehicle, including Registration Certificate, Insurance, Pollution Certificate others, in absence of which, the vehicle costing nearly Rs. 8 Lakh has become a showpiece. General Secretary of National Federation of Blind, Ram Dass Dubey (visually impaired) informed Early Times that nearly two years back, on their repeated requests, Member Parliament (MP) Madan Lal Sharma had donated a vehicle (Winger) for visually impaired children. "Here we have two schools, Louis Brail Memorial School for Sightless Girls, being run and managed by National Federation of Blind and Residential School For Blind, being run by JK Social Welfare department", he said, adding that it was also a mystery, to whom vehicle was donated, to Lous Brail School, Residential School for Blind, or Bal Ashram RS Pura, but same has been dumped in Residential School Roopnagar. "Our six visually impaired girls are enrolled in Class 11th, in Girls Higher Secondary School Rehari, while same number from Residential school for Blind have also been going to schools but in absence of any vehicle, either they are going through Autos, or in matadors, facing lot of difficulties", he said. Criticizing the lethargic functioning of government and bureaucratic hindrances, he further said that for the last two years, no post of driver has been created by government and a driver, who was attached to run an ambulance of school, was also transferred, virtually stopped the ambulance service. Sources maintained that proposal for creation of driver's post and demanding funds (nearly Rs. 50,000) for RC and Insurance of vehicle, have regularly been forwarded to higher ups of department but all in vain. "On Dec 3, government will definitely organize programmes to celebrated World Disable Day but same is least bothered to provide basic amenities to students", sources castigated, adding that an ambulance bearing registration number JK02AB-8536, donated by former speaker of Legislative Assembly Amrit Malhotra, has also been gathering dust for the last nearly one year for want of repairs and for driver. Director Social Welfare Department Jammu, MS Choudhary said that they had forwarded a proposal for creation of driver post and funds for making of relevant documents including RC, Insurance and others. "As the driver's post can only be created by government and the Planning department is to release funds for registration of vehicle, but so far no green signal has come from government side", he said. |
