Legislative Assembly witnesses uproarious scenes over amnesty to youth, shelling in border areas | | | Jehangir Rashid SRINAGAR, Aug 26: Uproarious scenes were witnessed in the legislative Assembly today as legislators of People’s Democratic Party (PDP) and National Panthers Party (NPP) raised slogans in the well of House while demanding discussion on separate issues on the floor of the house. NPP legislators raised slogans against Pakistan and demanded that the neighbouring country should be taught a lesson since it is resorting to continuous shelling on people living in the border areas of Jammu division. The legislators accused the State Government of adopting a lackadaisical attitude in solving the problems of people living in the border areas. As soon as the proceedings of the day began the PDP legislators stood up on their chairs and sought the attention of speaker Mubarak Gul. The PDP legislators wanted to know the fate of the adjournment motion moved by them in connection with the amnesty announced by the State Government for the stone pelters. Senior PDP leader and the legislator from Bijbehara Assembly segment, Abdul Rehman Veeri said that First Information Reports (FIRs) have been registered against 6,000 youth of the Kashmir valley. Veeri said these youth have been pushed to the wall and they see no future given the 'colonial' mindset of the State Government. The PDP MLA said that some of the youth have been selected for Government jobs but they cannot join since the FIRs have been registered against them. He said the State Government should fulfill its commitment of granting the amnesty to the youth so that they live their life just like other citizens. As the speaker was not ready to discuss the issue during the question hour the PDP legislators continued with their demand of suspending the normal business and carrying out the discussion. Along with Veeri other PDP legislators including Rafiq Hussain Khan, Nizam-ud-din Bhat, Zahoor Ahmad Mir, Mushtaq Ahmad Shah, Abdul Razaq Wagay, Dr. Shafi Ahmad Wani, Chaudhary Zulfiqar Ali, Rafi Ahmad Mir, Abdul Haq Khan, Peerzada Mansoor Hussain and Basharat Bukhari stood up in the front row and demanded discussion on the issue. As the speaker was not allowing the discussion on the issue some of the PDP legislators reached the well of the house and raised slogans in support of their demand. These legislators became furious when the Law & Parliamentary Affairs Minister, Mir Saifullah said that the adjournment motion is ambiguous. He also said that the Government is in process of withdrawing the FIRs against the youth. The PDP insisted on their demand and they wanted to know whether their adjournment motion has been accepted or not. On this the speaker said that the adjournment motion is with them and he can allow for the discussion only after the question hour. He pointed to some flaws in the text of adjournment motion and said that they should use the correct words in the text. Emboldened by the statement of Law & Parliamentary Affairs Minister the speaker said that he has rejected the adjournment motion and asked MLA Kulgam, Moham-mad Yousuf Tarigami to pose his question to the Government. The MLA Kulgam entered into a heated argument with the PDP legislators after his question was not audible in the house. Just two questions were taken up by the house and as the PDP legislators were not ready to go back to their seats the speaker adjourned the house for 10 minutes. By the time the house reassembled the question hour was over. In a change of heart the speaker said the adjournment motion has been accepted and the discussion was taken up immediately. |
