LA first time witnesses heated arguments between 2 presiding officers | Speaker V/s Dy Speaker | | Sandeep Bhat SRINAGAR, Aug 26: The Legislative Assembly has witnessed many scenes between legislators of treasury benches and opposition benches and between different political groups but it today for the first time witnessed exchange of heated words, arguments and counter-arguments between two presiding officers Speaker Mubarak Gul and Deputy Speaker Sartaj Madani. It all started when PDP legislators moved an adjournment motion in the House and wanted to have discussion on the issue of youths and others languishing in jails. The Speaker accepted their demand for discussion. He, however, reserved the rule when he should accept it or reject it. This infuriated the PDP legislators who moved into the well and started sloganeering which was opposed by ruling party MLAs. The Speaker many times requested them to take their seats but they kept shouting slogans against the Government. MLA Surjeet Singh Salathia made certain remarks on PDP and wanted to raise the issue in Question Hour Seeing no action from the Speaker on adjournment motion, Deputy Speaker Sartaj Madani stood up and asked the Speaker to give ruling on adjournment motion, when he accept it or not, and this was countered by the Speaker. "Don't teach me the rules," he said. This led to exchange of words between them. This is for the first time that Speaker and Deputy Speaker have heated exchanges in the Assembly. The posts of Speaker and Dy Speaker are not of a particular party but of Assembly as a whole. |
