TOP STORY OF THE DAY
PSGA needs a commission to take off
1/31/2013 11:59:51 PM
Early Times Report JAMMU, Jan 31: It is now around two years since the J&K Government enacted J&K Public Services Guarantee Act (PSGA). Omar Abdullah has been highlighting the achievements of his Government by frequently talking about the enactment of PSGA. In his Republic Day address, he said that his Govt enacted PSGA and RTI Act but the people hardly are using it. But how can people take benefits of PSGA or RTI Act when hardly any awareness campaign is being undertaken at the Government level. Only a handful of people are using PSGA in the State. In addition to this, the biggest flaw in the PSGA is absence of an Independent commission on the pattern of State Information Commission (SIC) which has been constituted under the provisions of J&K RTI Act 2009. Under PSGA if a Government official fails to provide the services within the stipulated time he could be penalized by his senior officer who is the appellate authority as well but how is it possible that an official could penalize his own subordinate ? The pre-requisite of good governance is that the processes and instit...

1/31/2013 11:58:32 PM
Early Times Report JAMMU, Jan 31: Infamous Amandeep murder case today took another turn with one of the accused consuming a poisonous substance inside the court room today. According to police sources, constable Raj Singh, a ballistic expert of Forensic Sciences Lab, took all by surprise when he fell unconscious in the court premises. Initially, all felt that he may have fallen unconscious due to dead beat. He was rushed to the hospital where the doctors attending to him confirmed that he had taken poison. His stomach was washed later and is reportedly now recovering. Pertinent to mention here that in the much-published Amandeep murder case, the Second Additional Sessions Judge, Jammu, f...

Indecent language against women in Nago CD: Jammu non reactive-3
Women's organizations mute, SCW too in 'still' mode
1/31/2013 11:57:47 PM
Early Times Report JAMMU, Jan 31: Even as the response of the opposition political parties has been no different than those in ruling alliance in turning deaf ears and blind eye to conduct of Police towards women, the scene is even more disgusting and disappointing from the women's organizations and NGOs supposedly working for the cause of dignity , rights and respect of women in the State. Notwithstanding their active role in day to day functioning all spinning around women and their exploitation , misconduct at the hands of Police, these have turned mute and dumb despite it having come to light in the Nago CD that senior cops during the course of interrogation have used utterly vulgar ...

Capital in Jammu, Ministers in Valley
Thanks giving to Chief Minister?
1/31/2013 11:59:37 PM
ET Report JAMMU, Jan 31: Taking a clue from the statement of the Chief Minister Omar Abdullah about reversing the Darbar move, his Council of Ministers has virtually shifted the Darbar to the Valley this winter. The Civil Secretariat in Jammu is wearing a deserted look as most of the Ministers of National Conference-Congress coalition Government are stationed in Valley in a bid to appease the Chief Minister. For this week, the newly appointed Minister of State (MoS) with independent charge of Industries and Commerce Sajjad Ahmed Kichloo has to occupy the winter secretariat in Srinagar but many other Ministers, including Rural Development Minister Ali Mohammad Sagar, Law Minister Mir Saif...

Coalition of 'fraud, corruption, inefficiency & lack of vision'
PDP & NC's pre-poll suggestion
1/31/2013 11:58:09 PM
Neha JAMMU, Jan 31: It is not election time in Jammu and Kashmir. Elections to the Assembly would be held in December 2014 if things remain as they are. The NC will continue to rule till 2014 as there is no possibility of the Congress withdrawing its support to the Government the former has been heading. But the war of words between the ruling NC and the main opposition PDP has already escalated. If, on the one hand, the PDP has made it a point to use each and every available opportunity to expose the "ideological bankruptcy" of NC and what it calls its "anti-people" policies, the NC has, on the other hand, unleashed a relentless campaign against the PDP with a view to creating an impressi...

2/1/2013 12:00:22 AM
Syed Junaid Hashmi JAMMU, Jan 31: With just two months left for the financial year 2012-13 to come to a close, 57 percent of the total funds meant for Chief Minister Omar Abdullah's high profile constituency of Ganderbal under district plan are yet to be utilized. Yet the Deputy Commissioner (DC) of this VIP district Showkat Ahmed Mir was recently decorated with State award for 'meritorious services'. Bestowed upon him at the fag end of his career, sources said that the award has more to do with the work done by him during his entire service and has not been given to him as a measure of the work done by him in uplifting developmental profile of Ganderbal. Records also certify this statem...

`Before empowerment, Panchs, Sarpanchs need security'
1/31/2013 11:59:09 PM
Early Times Report srinagar, Jan 31: Even as the panchayat members resign in large numbers, the Government is boasting of their empowerment which has not been translated into reality till date. According to political circles, this is like showing them the starts and snatching the ground beneath. The ruling coalition started a discourse on the empowerment of Panchayats two years back but reached no where. In the process many elected representatives fell to the bullets but the Government while downplaying the seriousness of the issues always resorted to sloganeering. Even on that front (empowerment of Panchs and Sarpanchs) the coalition partners are at loggerheads with Congress propo...

2/1/2013 12:00:45 AM

Irked over withholding retirement orders of about 25 KAS officers, a senior KAS officer told Early Times that grounds are being prepared for granting extension to the blue eyed candidates after attaining age of superannuation as some of them are close relatives of the Minister and noted political leaders.
