Disturbing trends emerging in J-K call for new counter insurgency plan

Early Times Reporter Jammu | July 20 Highly disturbing trends are emerging in the already troubled Jammu and Kashmir following series of attacks launched by militants against civilians and security forces in various parts of the state during the last four days.In these attacks 15 security personnel,including 11 soldiers and one Major,were killed and more than 50 wounded.Militants after having regrouped have attacked with guns and grenades at their sweet will whether it was at Banihal,Narbal in Srinagar,Doodoo Basantgarh and Rajouri.These attacks have belied the claim of the Government and other security agencies that the Hizbul Mujahideen cadre had been eliminated completely.Even after the elimination of over 20 of its field commanders during the last over eight months Hizbul Mujahideen activists seem to have risen from the ashes and have succeeded in striking against the security forces with venom. Early Times Reporter Srinagar | July 20 Jammu and Kashmir government has dismissed the so called opinion poll conducted by an agency saying that majority of people in India are in favour of independent Kashmir. The poll was misleading and laughable, state information secretary K B Jandial said today. Gareeb Dass Jammu | July 20 Governor,N.N.Vohra,has done the right thing.Instead of appointing advisers to him he has decentralised financial and administrative powers by having delegated powers to the Chief Secretary and the Administrative secretaries on taking decisions regarding development activities and on postings.This is likely to lessen the burden on the state exchequer.Financial experts say that appointment of four advisers for a period of four months could burden the state exchequer to the tune of over Rs.25 lakhs which includes salaries,perks and expenses on petrol by the advisers.
