Promotion, adjustment of ineligible officials continues unabated in Technical Education department

SRINAGAR, Feb 16: Despite the fact that the recruitment rules are yet to be updated in the Technical Education department adjustment as well as promotion of blue eyed officials is going on with no end in sight to the favouritism.
Without caring for the seniority and existing recruitment rules, Director Technical Education, Jai Pal Singh issued order number 52 of 2014 dated 20-01-2014 under which seven vocational instructors were promoted as supervisors against four promotion quota posts.
Sources said that this order was issued in violation to SRO 254 of 2002 dated 10-04-2002 and final seniority list of vocational instructors circulated by Deputy Director Technical Education, Kashmir vide No DDTEK\estt\563-90 dated 26-09-2012. The order was issued without convening the meeting of Departmental Promotion Committee (DPC).
"In the said seniority list Parveena Akhter figuring at serial number 28 has been ignored by Director Technical Education in the above placement order to accommodate and instead Reyaz Ahmad Ahangar who figures at serial number 32. When the left out official posted as Vocational Instructor, ITI Anantnag approached the Director Technical Education for redressal of her grievance, instead of rectifying the mistake the Director Technical Education placed her as Supervisor in ITI Seer Hamdan," said sources.
Sources said that in the same order the Director Technical Education while ignoring the seniority of Kulbir Kour figuring at serial number 33 placed Kounser Akhter figuring at serial number 35 as Supervisor in ITI Pampore. In the same order another ineligible official namely Abdul Khaliq Najar figuring at serial number 31 in the final seniority list of vocational Instructors has been placed as Supervisor in ITI Hajin.
"In ITIs Seer Hamdan, Pampore and Hajin where three officials namely Parveena, Kounser and Khaliq were placed the post of supervisor does not exist. However, there is a sanctioned post of group instructor for which the draft recruitment rules stands referred to the government for approval and there is no any order from the government which that group instructor and the supervisor posts are of equivalent cadre," said the sources.
It would be in place to mention here that the Public Information Officer (PIO) of Directorate of Technical Education while responding to an RTI application has written that the draft recruitment rules for mode of recruitment of Group Instructors have been submitted to the government with the reply yet to be received from the concerned agencies.
"There were posts of supervisors available in the department against which above officials could have been easily placed but that is not to be. The adjustment against group instructors is being done deliberately so that the prospective left out candidates belonging to reserved categories and seniority could be accommodated against direct quota posts," said sources.
Sources said that as per governing recruitment rules governing SSR of Technical Education the sanctioned strength of supervisors is 39 in number. They said that against 39 supervisors, presently 44 in-charge supervisors exist in the department.
"Thirty are working against promotion quota (lien posts), five against clear vacancies of promotion quota posts caused by retirement of various officials since 2012, four illegally against direct quota posts (referred to SSRB in 2012) and five illegally against group instructors for which there are no recruitment rules," said sources.
