Administrative anomalies galore in Agriculture department
HC directions ignored blatantly

SRINAGAR, Feb 17: Irregularities in the Agriculture department which include re-employment of retired officials, misleading Public Service Commission (PSC) to benefit blue eyed employees, allowing ineligible officials to enjoy prestigious posts are on unabated in State's Agriculture Department and the directions of the State High Court have been ignored.
The tall claims to curb favoritism in the State Administration by coalition partners time and again have fallen flat as like in many other Government, re-employment of the blue eyed employees has continued unabated. The documentary evidence in this regard reveals that on the analogy of one Government order number 59-agri-2013 dated January 30, 2013 in which one retired official namely Abdul Qayoom Khan was re-employed on February 1, 2013 for a period of one year initially against monthly renumeration of Rs 10,000 per month, re-employment of several other blue eyed officials of the department is on.
Further, the department is misleading State Public Service Commission (PSC) by providing wrong information to it with respect to the number of Officers-in-position in Category I of Class VII Agriculture Extension Officers of Agriculture Gazetted Service.
Some noted alleged corrupt officials of the Agriculture Department in a conspiracy moved a proposal to State Public Service Commission (PSC) to conduct a DPC for the purpose of filling the departmental promotion quota of Class VII posts by submitting false information.
However in brazen violation and Contrary to its statement that 414 Officers were occupying the posts as shown to the Public Service Commission, the Seniority List with respect to Officers of the said Class issued by the Agriculture Department vide no. Agri/E-08(I)-V dated 25.04.2013 showed the number of Officer-in-position as 420 and after conducting of DPC in response to the said proposal, the Agriculture Department again issued a Seniority List of the said Class of officers vide same No. Agri/E-08(I)-V dated 21.06.2013 and interestingly, the officers cleared by the DPC have been placed from S.No, 429 onwards, besides fraudulent measures are vivid in the case of seniority lists as well.
Similarly, as many among different batches of Agricultural officers recruited on Gazetted posts since early 90's are denied their due share of promotions, blue eyed candidates recruited on non Gazetted posts are not only presently enjoying Gazetted posts, but State Government despite directed by High Court and Probe committees over the years is violating the court guidelines.
The lawlessness prevailing in the department does not stop here as according to the document details around 400 Posts of Joint Directors, Deputy Directors, Chief Agricultural and District Officers are lying vacant in department; while all such posts actually occupied by undeserving blue eyed officials, thereby not only violating canons of service but also doing injustice with all such prestigious posts.
