Titled AS ‘J&K Civil Services Decentralisation and Recruitment Bill, 2009’, the piece of legislation sought to ban recruitment of youths belonging to one district against the posts in another district. While introducing the Bill, the Law Minister had said that the practice of reserving district level posts for the people of same district is being revived to ensure that right of the local youths is not taken away by the applicants of other d...

7/8/2009 11:34:07 PM
Early Times Report Kishtwar, July 8: While Police and Bank officials are still verifying the facts and ledgers to tabulate the actual loss, a variety of factors including an insider’s hand and carelessness offered a clear opportunity to smart and well trained hi-tech robbers to loot a branch of Jammu and Kashmir Bank here. "Under the rules, an IRS (official) is bound to serve anywhere in the country. He cannot claim a posting to Delhi as a m...

Zardari bares truth, says Pak created militants, extremists
7/8/2009 11:33:22 PM
Agencies Islamabad July 8: For the first time, Pakistan President Asif Ali Zardari has admitted that militants and extremists were "created and nurtured" in the country as a policy to achieve some short-term tactical objectives. But they began to haunt the country in the post-9/11 era, Zardari said in a candid admission during an interactive meeting with former senior civil servants at the presidency last night. Militants and extremists emerged on the national scene and challenged the state not because the civil bureaucracy was weakened and demoralised, but because they "were deliberately created and nurtured as a policy to achieve some short-term tactical objectives," he said. "Let...

7/8/2009 11:33:08 PM

This comes in the backdrop of the Union home ministry contemplating 'a phased withdrawal of AFSPA from some relatively violence-free districts like Srinagar, Budgam, Jammu and Kathua, with state chief minister Omar Abdullah repeatedly raising the demand with Prime Minister Manmohan Singh, home minister P Chidambaram and defence minister A K Antony. Civil rights groups, on their part, also want AFSPA to be scrapped on th...
