Guesswork season end, politics gets impetus • Ladakh, Poonch, Bandipore in first phase; Jammu, Srinagar in last phase • Model Code of Conduct comes into force • No election related official to serve in home district EARLY TIMES REPORT JAMMU, Oct 19: Ending a season of guesswork and injecting an impetus in otherwise dull politics, the Election Commission of India has finally given nod to the elections for Jammu and Kashmir legislative assembly. Chief Election Commissioner of India N Gopalaswamy announced a staggering a seven-phased election schedule to begin with November 17 and end by December 24. Counting of votes will take place on December 31 and entire election process is set to complete by December 31. Jammu based political parties have welcomed with enthusiasm the election schedule while Kashmir based parties have reacted with caution particularly expressing concern on voter turn out. EARLY TIMES REPORT JAMMU, Oct 19: Ironically, Sheikh Abdullah was to claim at one stage that he was willing to ratify the state accession to India but he was prevented from doing so by Nehru. After his release from internment for the second time, he said on April 15 1964. "I sought to ratify the, accession and other commitment of mine through the Constituent Assembly. It was the Government of India which, contested in the, Security Council as well as in Parliament the Assembly's right to do so." EARLY TIMES REPORT SRINAGAR, Oct 19: The Hurriyat Conference and other separatist outfits on Sunday said they will boycott the assembly elections in Jammu and Kashmir which they termed as a "futile exercise". Pak team to inspect Baglihar today

EARLY TIMES REPORT JAMMU, Oct 19: A seven-member Pakistani delegation of the Indus Water Treaty Commission arrived in Jammu today to inspect the water storage in the Baglihar hydel project, which was commissioned Oct 10.The Pakistani team, led by secretary works Syed Jamait Ali Shah, will inspect the project Monday “to see if the water was being stored as permitted under the provisions of the IWT or in violation of it”. The first phase of the 450 MW Baglihar Hydro Electric project, built on the Chenab river in Ramban district, was commissioned by Prime Minister Manmohan Singh.
