4/11/2010 12:15:17 AM
AHMED ALI FAYYAZ EARLY TIMES REPORT SRINAGAR, Apr 10: On lightning orders from Ministry of Finance, Heads of Departments (HODs) have submitted a list of all those employees to the government who have completed 35 years of their service. Meanwhile, on 6th consecutive day of the shutdown of offices, sponsored by Joint Consultative Committee (JCC), authorities today arrested 30 of the employees on strike, though the most wanted EJAC chief, Khursheed Alam, has been yet again detained and later sent back to his home. Highly placed sources in the coalition government said that a Cabinet sub-committee, comprising five Ministers, which met and briefed Chief Minister about the latest obtaining situation on Thursday sounded to be unanimous over the need to restore the government's credibilit...

BJP leadership bunch of confused and non-committed persons
4/11/2010 12:14:37 AM
RUSTAM EARLY TIMES REPORT JAMMU, Apr 10:The BJP MLAs made a mockery of themselves in and outside the Legislative Assembly on Friday, when the inter-district recruitment bill was adopted in an amended form to ensure that the Scheduled Caste (SC) communities shall continue to get 8 per cent reservation in the district cadre posts (class 3 and class 4 posts) across the state. It was expected that the confused and ambivalent BJP MLAs and BJP office-bearers would make a fool of themselves and it actually happened. Unclear as their stand was and divided as they were, the BJP MLAs and the party president Shamsher Singh Manhas aired different views on the issue. Leader of the BJP Legislature P...

4/11/2010 12:14:27 AM
EARLY TIMES REPORT JAMMU, Apr 10: The state police services (SPS) IPS officers, who are inducted into IPS from KPS, have alleged raw deal in promotions as compared to the IPS regular recruits (RR). A SPS IPS officer said all KPS officers became eligible for their induction into IPS after eight years of service. However, because of their late induction into IPS, despite the availability of vacancies, badly affected their careers, he added. Such a system had deprived several SPS officers from becoming DIGs and IGPs even after serving th...

Annoying STs of Rajouri-Poonch may cost NC-Congress heavily
4/11/2010 12:14:19 AM
EARLY TIMES REPORT JAMMU, Apr 10: Moments after Inter District Recruitment ban bill was declared passed in the Legislative Assembly on April 9, the coalition partners of both National Conference and Congress were seen in upbeat mood, some of them showing victory signs while facing the press gallery. The mood was in sharp contrast to the anger and anarchic atmosphere created by PDP in the House. The passage of the Bill was indeed an achievement for the government particularly in the wake of stiff resistance by opposition but the moot question remains whether the NC and Congress has really gained much out of this issue ? If the controversial bill and its passage is to be analysed in terms ...

Appointing former JU VC as VC of CU Jammu will be suicidal
4/11/2010 12:14:10 AM
EARLY TIMES REPORT JAMMU, Apr 10: (15) "There are cases of violation of norms in selection process. Procedures have not always been properly followed. At a point of time the practice of screening of candidates by the HOD was abandoned. The Panel of Experts is not always adhered to. The duplication of the Experts, interview after interview, is a common practice. What is worse, dissent within the selection committees is not allowed to be noted and many a time selection has been deferred only to avoid noting dissent". (16) "There seems to a financial anarchy taking place. Money is raised and spent in a manner that raises many questions: The saga of construction of the University Auditorium i...

A cat, which cannot catch mice, scratches pole in frustration
4/11/2010 12:14:01 AM
EARLY TIMES REPORT JAMMU, Apr 10: Sheer incompetency and poor administrative skills have emerged as the distinctive features of the politically bankrupt Omar-led coalition due to its inefficiency to handle employees' strike, which has crippled government functioning and led to the total lock-out of civil secretariate - the seat of power in the state. There is no one to work in offices for the past one week, stifling the routine government business. Even the draconian ESMA and anti-employee posters in local dailies have proved to be ineffective. Undeterred by the fear of arrests under ESMA, employees continued holding anti-government protests, demanding release of sixth pay commission...
