SRINAGAR, July 13: With most of the fraudulent appointments in the Department of Health happening in the South Kashmir districts of Anantnag and Kulgam, middle-rung officials enjoyed a field day in illegally absorbing scores of their relatives in addition to hundreds others against cash payment. Chief Medical Officers (CMOs), Block Medical Officers (BMOs), Accounts Officers (AOs) and Treasury Officers, alongwith their clerks, broke all records of fraudulent appointments from 1996 to 2011. While most of the complaints fell on the deaf ears of the authorities, others were paradoxically used to blackmail the beneficiaries and extort more money from them.
Modus operandi
Successive CMOs have been found to have issued most of the fraudulent orders under a particular pattern. In certain cases, they have simply issued transfer orders, shifting subordinate Class 3rd and Class 4th officials from one block to another. Kishtwar, July 13: Barely a few days after the Mumbai police recovered the bodies of Laila Khan and her family members; Early Times got access to a video filmed just before the murder.
The clips filmed on the morning of February 8 depict some happy movements of the family. One of the clips shows Laila, her mother and sister in a beauty saloon preparing for the party at Igatpuri farm house.
The video shows some lighter movements- Zarra Patel praising the hair of her mother while setting her own hair right. Zarra has been shown sitting on a chair with her hair ready to be curled while Laila is sitting on another chair inside the beauty salon.

New Delhi, July 13: Planning Commission today approved Rs 7,300 crore annual Plan expenditure for Jammu & Kashmir for 2012-13, representing an increase of 10 per cent over outlay in the last fiscal.
The Plan outlay was finalised here at a meeting between the Commission's Deputy Chairman Montek Singh Ahluwalia and Chief Minister of Jammu & Kashmir Omar Abdullah here.
During the meeting, Ahluwalia complimented the J&K government for promoting economic activity and focusing on development of social and physical infrastructure.

New Delhi, July 13: In the backdrop of the high casualty figure during the current annual Amarnath pilgrimage, Jammu and Kashmir Chief Minister Omar Abdullah today advised people to get "genuine health certificates" which would enable the state authorities to make a correct assessment about their physical ability to undertake the arduous journey.
The statement of Omar comes in the wake of death of 72 pilgrims so far while undertaking the annual pilgrimage this year.
