12 yrs on, service rules for LC yet to be finalized

Early Times Report Jammu, May 26: There seems no change in the prevailing administrative inertia in Government departments, as even after lapse of over 12 years since the process of formulation of service rules for Legislative Council was initiated, there is no headway. According to sources in the Law department, the Jammu and Kashmir Legislative Council and JK Legislative Assembly Rules 1959 have been followed since decades for making appointments or promotions of the employees in the Legislative Council as well as Legislative Assembly. "The rules have not been amended since 1959. The process for the formulation of service rules was initiated way back in year 2006 and the file was forwarded for vetting of Law department in year 2007", sources said, adding that since then the file has been gathering dust. Sources further alleged that in the absence of new service rules there were allegations that to adjust blue-eyed persons on various posts, the parameters for recruitments were tailored, which drew strong criticism.
