PM promises free and fair poll in J&K

Early Times Reporter Jammu | May 19 Prime Minister Manmohan Singh has assured former Jammu and Kashmir Chief Minister Ghulam Mohammad Shah that the forthcoming assembly elections in the state will be free and impartial. The assurance was given by Singh to Shah during a meeting between the two at the Prime Minister's residence in New Delhi today, a statement issued by Shah's Awami National Conference (ANC) said here. The ANC has not taken part in any elections since the outbreak of militancy in the state in 1989. On appointment of impartial observers, the Prime Minister said he had no objection to such a demand and asked Shah to provide a list of people he would like to be put on the job, the statement said. Shah also discussed holding of his proposed Intra-Kashmir Peace Conference in which he wants to invite leaders from both sides of Line of control (LoC) in Jammu and Kashmir, it said. Early Times Reporter Jammu | May 19 An Indian soldier was killed in firing from Pakistan across the Line of Control (LoC) in the Krishna Ghati sector of Jammu and Kashmir Monday morning, army sources said. The second incident of its kind within a week came on the eve of foreign secretary and foreign minister level India-Pakistan talks in Islamabad. The gun fire in Krishna Ghati of Poonch district, about 200 km north of Jammu, started around 7.15 a.m., killing Naik Jayasewar of the Gorkha Rifles in the initial burst. A woman constable, declared dead two years ago, has been found alive in a migrant camp on the outskirts of Jammu — living with her Hindu paramour. Nelofar, a constable with the Jammu and Kashmir police, was reported missing March 2006 by her family which alleged that she had disappeared — and, in all probability, had been killed by the police for she “knew some secrets about her superiors”. According to police records, Nelofar was sent to Badami Bagh cantonment in Srinagar for frisking duty from where she went missing. Investigations were launched. New Delhi | May 19 Keen to take the peace process with Pakistan forward, India is expected to press for launch of more cross-LoC bus services and early operationalisation of the truck service when the two sides resume the composite dialogue in Islamabad tomorrow. The Indian side is also expected to propose increasing the frequency of fortnightly Srinagar-Muzaffarabad and Poonch-Rawalakot bus services to make these weekly, official sources said.
